About this opportunity
Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 16 intends to solicit T-SPOT TB assay testing services with a response deadline of June 23, 2026 for the Sources Sought Notice phase. This is a clinical laboratory services procurement with no set-aside.
Place of performance is the G.V. (Sonny) Montgomery VA Medical Center in Jackson, Mississippi, with daily Monday–Friday specimen pickup required at that location. The contractor must perform T-SPOT testing in-house (not collection-only or forwarded services) and maintain current CLIA and CAP accreditation covering immunologic and ELISPOT-based assays throughout the contract period. Specimens must be processed within the manufacturer-specified stability window of 24–39 hours from collection, with final results reported to VA within 72 hours of specimen submission.
The estimated volume is approximately 1,700 T-SPOT tests annually. The performance period runs October 1, 2026 through September 30, 2027, with one optional one-year renewal (October 1, 2027 through September 30, 2028). Results must be transmitted via fax to 601-368-3916 with VA Identification Card Numbers (VA ICN) or VA Electronic Data Interchange Personal Identifiers (VA EDIPI), and discrepancies reported to 601-362-4471 ext 51238.
The contract incorporates extensive security and privacy requirements including VA information handling protocols, data breach notification procedures, liquidated damages of $37.50 per affected individual for data breaches, mandatory employee cyber security training, and NARA-compliant records management. NAICS 621511 (Medical Laboratories) applies with a small business size standard of $41.5 million average annual receipts. If no capable and accredited laboratories respond to the Sources Sought Notice meeting all requirements, the government will pursue sole-source procurement. Respondents should identify any existing government contract vehicles (GSA Schedule, IDIQ, BPA, VA FSS, or GWAC) under which laboratory services are available.
