About this opportunity
The Department of Veterans Affairs, Veterans Integrated Service Network 16 (Network Contracting Office 16) issued a Notice of Intent to Sole Source a firm-fixed-price open market purchase order to Quest Diagnostics for T-SPOT.TB assay testing services, with a response deadline of July 26, 2026, 07:00 CST.
The VA has determined Quest Diagnostics is the only responsible source capable of meeting the unique combination of accreditation, validated assay performance, specimen stability constraints, and daily courier logistics required for timely processing of T-SPOT.TB specimens without unacceptable risk to VA employee and patient screening operations. The contract will include a base period plus two option years and encompasses performance of the T-SPOT.TB assay, daily specimen pickup, secure transport, and compliance with CLIA, CAP, and VA reporting requirements. The VA justifies sole-source award under FAR 6.302-1 (Only One Responsible Source).
Interested parties who believe they can meet all requirements may submit clear and convincing evidence with documented proof demonstrating the ability to perform the T-SPOT.TB assay in-house, maintain CLIA and CAP accreditation, provide daily courier pickup, meet strict specimen stability windows, and comply with VA reporting requirements. Submissions should be directed to William Shaver, Contract Specialist, at William.Shaver@va.gov. The Government is under no obligation to acknowledge receipt or provide feedback, and the determination to compete remains solely within Government discretion.
