About this file
This is a Sources Sought Notice (SSN) issued by the Department of Veterans Affairs Network Contracting Office (NCO) 16 for market research purposes regarding T-SPOT.TB Assay Testing services.
The VA seeks qualified laboratories capable of performing T-SPOT.TB assays in-house to support the G.V. (Sonny) Montgomery VAMC in Jackson, Mississippi. Respondents must demonstrate in-house performance capability (not collection-only or forwarded services) with current CLIA and CAP accreditation covering immunologic and ELISPOT-based assays. Required capabilities include daily Monday-Friday specimen pickup from the specified VAMC location, processing within the manufacturer-specified stability window (not exceeding 32 hours from collection), and reporting final results to the VA within 72 hours of specimen submission. Vendors must confirm ability to meet approximately 1,700 tests annually, ensure specimen receipt and processing within the required 24-39 hour stability window, and maintain compliance with VA information security, privacy, and records-management requirements, including secure transmission of protected health information and VA identifier inclusion (ICN or EDIPI) in result reports.
Responses must be submitted by 07:00 AM (CST) on June 23, 2026, to William.Shaver@va.gov in Microsoft Word or PDF format with the subject line "VAMC T-SPOT.TB Assay Testing – SSN Response." Questions must be submitted by 12:00 PM (CST) on June 22, 2026. Vendors are encouraged to provide estimated market pricing for procurement strategy determination. The SSN indicates the primary NAICS code is 621511 (Medical Laboratories) with a small business size standard of $41.5M average annual receipts. If no capable and accredited laboratories respond meeting all requirements, the government will proceed with a sole-source action. Respondents should identify any existing government contract vehicles (GSA Schedule, IDIQ, BPA, VA FSS, or GWAC) under which laboratory services are available.
