The solicitation is a Sources Sought notice designed to conduct market research and determine qualified sources for a 10-year contract with nine potential option periods, commencing on January 1, 2026. Potential contractors must submit responses by June 4, 2025, to Shanna Comparato via email, providing company details, small business program eligibility, capability statements, and potential risk mitigation strategies. The VA requires respondents to detail their experience with VA CBOC operations, Patient Aligned Care Team clinics, and capitated rate methodologies. Evaluation will focus on companies' ability to lease, furnish, equip, and staff a primary care clinic, with mental health services anticipated to be provided via telehealth.
The procurement is open to all businesses but encourages small business participation, with a NAICS code 621498 size standard of $25.5 million in average annual receipts. The incumbent contractor is STGi, currently operating under an interim agreement through December 31, 2025. The total contract value is estimated between $500,000 (minimum) and $17,000,000 (maximum), with reimbursement structured as a per-member-per-month (PMPM) capitated rate. Contractors are asked to estimate their PMPM rate, with options ranging from $60 to $130 per patient. The clinic will be responsible for providing comprehensive primary care services, maintaining electronic health records, and adhering to VA performance standards, with an anticipated 2% annual veteran enrollment growth.
