Response to Questions

1. RFP: Please provide a monthly estimated cost for all medications provided at the Pierre

CBOC.

a. Response: The approximate monthly spend for all medications provided at the Pierre, SD CBOC is approximately $2,500.00 per month.

2. RFP: Is there any incumbent/recompete or is this a brand new project? Please provide us with the award number.

a. Response: The incumbent for this site is STGi. There is currently an interim contract agreement (ICA) in place through December 31, 2025 under 36C26325D0025.

3. Has the customer purchased similar services in the past?

a. Response: Yes.

4. Can the Government please provide Attachment A – Reference Contract Worksheet that is required for Factor 1 Experience?

a. Response: Attachment A – Reference Contract Worksheet is located within the

Section D Attachments_05152025.zip folder. Please locate the word document which is the very last file listed.

5. Could you please clarify the Billing and Payment Procedures outlined on page 6?

Specifically, will the contractor be compensated for a qualifying visit in the same month that vesting occurs?

a. Response: Per the PWS, “For Veterans newly assigned in PCMM the Contractor may bill for patients newly assigned in PCMM the month following a qualifying encounter.” This has been underlined in red font within B.2 Schedule of Services to provide easier visibility.

6. How does the government define or project the anticipated aggressive enrollment growth during the first year of the contract?

a. Response: The Government estimates Veteran enrollment to increase by 2% each year.

7. Given the time elapsed since the last contract update, could you clarify why a Sources Sought Notice was not issued to consider a set-aside designation?

a. Response: As noted within this amendment, the agency has extended the proposal due date to perform additional market research.

8. Would the government consider extending the solicitation due date by an additional 30 days to allow for a more comprehensive response?

a. Response: The solicitation response due date has been extended to June 30, 2025 by 1700 CDT.

9. Could you please confirm who is responsible for providing and maintaining the phone and fax lines?

a. Response: The PWS has been clarified within Section 13 included under contractor responsibilities.

10. Is the government able to disclose the maximum contract value or ceiling for this solicitation?

a. Response: This was updated within the B.2 Schedule of Services to include the maximum contract value.

11. In the instructions under Factor 5: Price it states, if an Offeror is a large business and proposes to use certified SDVOSBs or VOSBs as subcontractors and elects to receive evaluation consideration under this factor, they must indicate their intention along with stating in their proposal the names of the certified SDVOSB and VOSB with whom they intend to subcontract, the description of SDVOSB/ VOSB. services/supplies, and approximate dollar values of proposed subcontractors.

However, in the evaluation under Factor 4: Veteran Involvement it states, Non-Veteran offerors proposing to use certified SDVOSBs or VOSBs as subcontractors will receive some consideration under this evaluation factor. Offerors must state in their proposals the names of the certified SDVOSBs and VOSBs with whom they intend to subcontract and provide a brief description of the proposed subcontracts and the approximate dollar values of the proposed subcontracts. In addition, the proposed subcontractors must be listed at the time of submission of offers and at time of award, as a certified SDVOSB/VOSB in the SBA certification database.

Should a large business proposing to use certified SDVOSBs or VOSBs as subcontractors be submitted under Part 1 Technical Proposal - Factor 4: Veteran Involvement or Part 2 Price Proposal - Factor 5?

a. Response: Thank you for pointing this typo out. The paragraph has been moved to the correct section.
