About this file

This document is a solicitation/contract for a 10-year Community Based Outpatient Clinic (CBOC) services contract for the Department of Veterans Affairs (VA) Black Hills Health Care System, located in Pierre, South Dakota. The contract will provide primary care services to an estimated 890-1,066 veterans, with a base period from January 1, 2026, through December 31, 2026, and nine potential one-year option periods extending through December 31, 2035. The total contract value ranges from $500,000 (minimum) to $17,000,000 (maximum), with reimbursement structured as a per-member-per-month (PMPM) capitated rate. The solicitation is set aside for small businesses under NAICS code 621498, with a size standard of $25.5 million in average annual receipts, and encourages participation from various small business categories including service-disabled veteran-owned, women-owned, and HUBZone small businesses.

The scope of services includes establishing and operating a primary care clinic that will provide comprehensive healthcare services, including in-person and telehealth primary care, with mental health services to be provided by VA staff via telehealth. The contractor will be responsible for leasing, furnishing, and staffing the clinic, maintaining electronic health records, and adhering to VA performance standards and quality assurance requirements. The clinic will serve veterans primarily from Pierre, South Dakota, and surrounding counties, with services paid through a monthly per-patient rate based on qualifying patient encounters. Responses to the sources sought notice were due by June 4, 2025, with the intent to determine the appropriate acquisition strategy for the re-competition of existing CBOC services.
