About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 21 seeks a contractor to provide community healthcare worker outreach, needs assessment, and resource connection services for Pacific Island Veterans across Hawaii, the continental United States, and U.S.-Affiliated Pacific Islands, with proposals due August 3, 2026. The procurement is set aside 100% for Service-Disabled Veteran-Owned Small Businesses.

Place of performance spans four geographic regions: the continental U.S., Oahu, the rest of the Hawaiian Islands, and the rest of the Pacific (including CNMI, Guam, American Samoa, Micronesia, and other U.S.-affiliated Pacific regions). The contractor must recruit, train, and supervise at least five community healthcare workers per region at 2.0 FTE, with trained workers deployed within three months of contract start.

The contractor must demonstrate at least five years of experience in health-related outreach for Pacific Island communities and experience recruiting and training community health workers, preferably with Veteran healthcare support expertise. Labor is subject to prevailing wage determination; wage-only rates specified in the solicitation include $20.65 per hour for Community Health Workers (GS-7 equivalent) and $43.57 per hour for Senior Directors (GS-13 equivalent), with SCA health and welfare fringe benefits to be added. The NAICS code is 624190, Other Individual and Family Services; PSC is Q201, Medical–Managed Healthcare.

The contract runs from September 30, 2026, through September 29, 2027, with a budgeted amount of $16 million on a Firm-Fixed Price basis. This is a new program with no incumbent. Offerors must submit technical capability, past performance (up to two business references and three testimonials), and pricing. Evaluation weighs technical ability, past performance, and price; the government reserves the right to conduct discussions if advantageous. An amendment issued July 30, 2026, closed the question submission period and updated the Quality Assurance Surveillance Plan regarding training timeline requirements.
