About this opportunity
The U.S. Army Corps of Engineers New England District is seeking a contractor to replace an existing polyvinyl chloride (PVC) roof system on a concrete building at the New Bedford Hurricane Barrier in Massachusetts. The project requires complete demolition of the existing roof system, including insulation, PVC material, walk pads, wood blocking, and flashing down to the concrete deck, followed by installation of a new fully adhered 60-mil thick PVC roofing system with tapered rigid insulation. The new roof must be designed for high wind coastal conditions and include a 30-year manufacturer warranty, while protecting existing roof-mounted equipment such as lightning protection systems, railings, cameras, lights, conduits, chimneys, and antennas. Contractors must have an active SAM.gov registration and complete work within 130 calendar days after receiving the Notice to Proceed. The solicitation deadline is July 3, 2025 at 5:00 PM Eastern, with award anticipated by July 28, 2025, and a mandatory site visit was held on June 10, 2025.
This procurement is set aside exclusively for small businesses under NAICS code 238160 (Roofing Contractors) with a small business size standard of $19 million. This is a new requirement with no incumbent contractor, confirming that multiple vendors will compete for the initial award. The construction magnitude is estimated between $100,000 and $250,000, covering a concrete building with exterior dimensions of approximately 59 feet by 25 feet that features both lower and upper roof levels requiring replacement. The work will be performed at the New Bedford Hurricane Barrier facility located at 396 Gifford Street, New Bedford, Massachusetts. The project includes proper disposal or recycling of all generated debris and requires the new roof system to be watertight and properly pitched to effectively shed water from the structure.
