About this opportunity
The U.S. Army Corps of Engineers - New England District is seeking a small business contractor to replace the PVC membrane roof system at the New Bedford Hurricane Barrier facility in Massachusetts. The project involves completely demolishing the existing roof system on a concrete building with two levels, measuring approximately 59 feet by 25 feet, and installing a new fully adhered 60-mil thick PVC roofing system. Key requirements include designing a watertight roof with tapered rigid insulation, properly pitched to shed water, and engineered for high wind coastal conditions. The new roof must be manufacturer-warranted for 30 years and include careful protection and relocation of existing roof-mounted equipment like lightning protection systems, railings, cameras, and antennas. While specific evaluation criteria are not detailed in the pre-solicitation notice, contractors must have an active SAM.gov registration and fall under the NAICS code 238160 for Roofing Contractors.
This procurement is exclusively set aside for small businesses with a size standard of $19 million, with the project estimated between $100,000 and $250,000 in total construction value. The solicitation documents will be available online through SAM.gov on or about May 27, 2025, and will not be distributed via telephone, mail, or fax. Potential bidders are advised that no questions will be answered during the pre-solicitation phase, and all inquiries should be submitted after the full solicitation is posted. Contractors must be prepared to handle comprehensive roofing work, including complete roof system removal, debris disposal or recycling, and installation of a sophisticated roofing solution designed to withstand coastal environmental conditions. The project represents a targeted procurement for small businesses with specialized roofing expertise in marine and federal infrastructure environments.
