About this file
This document is an Amendment to Solicitation W912WJ25QA040 for a PVC Membrane Roof Replacement project at the New Bedford Hurricane Barrier in Massachusetts. The amendment provides responses to 18 industry questions clarifying technical specifications for the roof replacement, including details about vapor barriers, insulation requirements, concrete deck preparation, and site conditions. Key clarifications include confirming a 15-mil minimum vapor barrier thickness, acceptance of mechanical fasteners for insulation, allowance for reduced insulation thickness due to existing equipment, and requirements for coating concrete curbs and chimney with a two-component urethane coating.
The amendment includes a site visit attendee list with representatives from nine construction and roofing companies, and confirms the project remains a small business set-aside with a $100,000-$250,000 construction magnitude. The solicitation requires a fully adhered 60-mil PVC roofing system on a concrete building approximately 59 feet by 25 feet, with work involving complete roof system demolition, new tapered insulation installation, and protection of existing roof equipment. The closing date remains July 3, 2025 at 5:00 PM Eastern, and all other terms and conditions of the original solicitation remain unchanged.

Revised FIGURE 5 which has a note added to clarify the requirement for the concrete deck to receive a two-component, liquid-applied urethane coating to form a tough elastomeric water-resistant coating able to bridge cracks followed by application of a membrane vapor barrier.
Question 9: Are mechanical fasteners acceptable to install into the 5" concrete deck?
Response 9: Yes.
Question 10: Can the Government clarify the basis of design for the expected roof system layers?
Response 10: Basis of design for roof layers includes primer/sealer coat on bare concrete deck, membrane vapor barrier, tapered insulation mechanically fastened into the concrete deck, 1/2" cover board fully adhered to the insulation followed by PVC layer fully adhered to the cover board.
Question 11: The existing 24"x 32" Chimney on the lower roof appears to have some cracks in the blocks and may be vulnerable to water intrusion. Does the Government want to address the chimney in the contract?
Response 11: The Government will have the chimney blocks repointed outside of the contract prior to the Contractors mobilization. Please refer to revised Figure 5 and revised Statement of Work. Question 12: There are eight concrete raised curbs for equipment on the roofs could be vulnerable to water intrusion. Does the Government want to address the equipment curbs in the contract?
Response 12: Yes, please refer to revised Figure 5 and revised Statement of Work. Revised FIGURE 5 has a note added to require that all eight concrete curbs to be coated with a two-component, liquid-applied urethane high performance coating that cures in hours to form a tough, flexible elastomeric surface able to bridge cracks. Color shall be white.
Question 13: On the upper roof, there are numerous conduits, railings and the ladder that could potentially limit the thickness of the insulation layer. Will the Government accept less than the required R30 value of insulation on the upper roof if limited by existing equipment?
Response 13: Yes, as long as the minimum drainage slope of 1/8" per foot requirement is met.
Question 14: Are all the existing roof penetrations needed?
Response 14: There are two existing 4" diameter penetrations that are not needed in the future. Please refer to revised Figure 5 and revised Statement of Work. Revised Figure 5 has a note added to require that these two existing penetrations on the upper roof be filled. The Government will remove any existing cables in these penetrations prior to Contractor mobilization.
Question 15: Is a vapor barrier required? If yes, can you confirm the type and thickness?
Response 15: Please refer to previous responses and the revised Statement of Work. A vapor barrier is required. Type is included in the solicitation documents. Vapor barrier shall have a minimum thickness of 15 mils.
Question 16: Is cover board included? If included, is it 1/2" or 5/8".
Response 16: Specifications for cover board are included in the responses to previous questions and the revised Statement of Work.
Question 17: What is the minimum R-value for insulation?
Response 17: Minimum R-value is included in the Statement of Work and responses are included in previous questions.
