The new PVC roof shall be designed with tapered rigid insulation installed onto the prepared concrete roof decks. The new PVC roof system shall be watertight and properly pitched to shed water from the roof. The roof was patched with temporary PVC materials to prevent water intrusion. General

1. All onsite work shall be coordinated with the TPOC to minimize any impact on the operations of the New Bedford Hurricane Barrier. Contractor to verify existing conditions and that all required submittals are approved prior to commencing any demolition work. The Contractor shall keep on site the means to quickly cover and protect all areas open to the elements during any rain/weather events. Means and methods for access to the roof, and demolition shall be with care to ensure no impact to equipment and no spillage into the water.

Roof Demolition

1. The Contractor shall take necessary precautions to avoid damage to existing roofing items to remain in place, such as flood lights, vents, electrical equipment, cameras, radars, railings. Any damaged items shall be repaired or replaced as approved by the TPOC at no additional cost to the Government.

2. Demolish and remove the entire existing roof system including the PVC membrane, insulation, mechanical fasteners, pressure treated nailers, flashing, sealants, patch materials, and blocking down to the underlying concrete roof slab. Cut flush or remove any objects, such as old mechanical fasteners, that may puncture the new roofing system. Ensure surfaces are rigid, dry, smooth, free from cracks, holes and sharp edges prior to application of the new roof system. Seal any observed cracks or penetrations through the existing concrete deck in accordance with manufacturer's recommendations for the new roof system. Existing railings shall remain in place and be protected during demolition work. Notify the TPOC immediately if any discrepancies are discovered that will affect demolition or new work. During all phases of work, the means and methods shall prevent any construction debris from falling into the ocean or impacting any equipment at the site. Collect and legally dispose of all debris generated in accordance with all federal, state and local laws and regulations off of Government property.

3. Preserve all concrete bases and pedestals, existing roof penetrations, railings, and all equipment attached to them. The Government will turn off electrical power to radars and other equipment mounted on the roof for short durations when workers need to work in close proximity to the equipment. The Contractor shall carefully move the components of the existing lightning protection system, conduits, and equipment as needed for demolition and installation of the new roofing system. Components damaged by the Contractor during removal, storage, or reinstallation shall be replaced by the Contractor at no additional cost to the Government.

4. Remove existing perimeter flashing and fascia materials to below the concrete roof slab.

Roof Installation

1. All components of new roof shall be from same roof system manufacturer and be compatible with all other components being used. All details and methods of installation to be in accordance with manufacturer's installation requirements to warrant full compliance with manufacturer warranty.

2. Inspect concrete roof deck. Any voids, holes and other roof deck surface imperfections that will impact the new roof system shall be filled or made level. The TPOC shall confirm the work and inspect and accept the final surface. Surface should be clean and even allowing uninterrupted placement of new rigid insulation.

3. Furnish and install new pressure treated wood blocking at entire perimeter of roof. Blocking shall be installed to develop slope listed above on the surface of the new membrane roof to drain to the appropriate roof edge. New perimeter fascia to accommodate the rise in level of final surface.

4. Install new tapered insulation to provide a slope on the finished roof surface to drain water from the roof. Fasten insulation to the clean existing concrete roof slab. The insulation shall be fully adhered to the concrete decking. Insulation boards shall be installed smoothly and evenly, without cracks and no gaps in joints exceeding 1/4-inch width. Completed roof slope should be no less than 1/8" per foot, no more than 1/4" per foot.

The entire length of hot-air-welded seams shall be probe-tested and corrected during the day of installation. Defective areas shall be re-welded. Wrinkles, fishmouths, or damaged areas shall be cut out and the area covered with a membrane using a continuous hot-air-welded seam on all sides. Hot-air-welded seams are to be accomplished in accordance with the PVC membrane roofing manufacturer's published requirements. Ensure membrane is free of wrinkles and ridges. Check all seams and ensure full/continuous lap seal. Adhesive bond or mechanically secure roof membrane sheet at roof perimeter in a manner to comply with wind resistance requirements and in accordance with membrane manufacturer's printed application instructions. Unless otherwise specified, nails shall be staggered on 4-inch centers maximum; screws for sheet metal shall be staggered on 8-inch centers maximum; and a row of fasteners shall be at least 1 /2 inch from edges of sheet metal.

7. Contractor shall mechanically fasten the roof membrane at penetrations, at base of antenna and walls, and at all locations where the membrane turns. Space fasteners a maximum of 12 inches on center, except where more frequent attachment is required to meet specified wind resistance or where recommended by the roof membrane manufacturer. Hot-air-weld all seams of flashing material as recommended by the roof membrane manufacturer's printed data.

8. Roof edges, projections through the roof and changes in roof planes shall be flashed. The seam shall be sealed a minimum of 3 inches beyond the fasteners which attach the membrane to nailers. The installed flashings shall be secured at the top of the flashing a maximum of 12 inches on centers under the counterflashing or cap. Where possible, prefabricated components shall be used for pipe seals and flashing accessories. Apply flashing to cleaned surfaces and as recommended by the roof membrane manufacturer. Utilize reinforced PVC membrane flashing and prefabricated accessory flashings as recommended by the roof membrane manufacturer.

9. Sheet metal counter-flashing shall be installed over the termination bar in the completed work.
