About this opportunity

The Federal Bureau of Prisons seeks design, engineering, fabrication, integration, and delivery of two purpose-built Mobile Hiring Vehicles to support nationwide recruitment and hiring events, with quotes due September 14, 2026 at 11:00 AM ET. The procurement is a total small business set-aside, NAICS 336211 with a 1,000-employee size standard.

Place of performance and delivery is Washington, DC (Federal Bureau of Prisons Central Office Business Office, 320 First Street NW, Suite 5006). Each vehicle shall be delivered as a complete, independently deployable, operational mobile office platform ready for Government inspection, acceptance, registration, and deployment.

Technical requirements specify commercial medium-duty truck chassis (Freightliner M2 106 or approved equal) rated for minimum 33,000-pound gross vehicle weight rating, approximately 26 feet long with minimum 81.5-inch interior clear height and 87-inch width. Core systems include Cummins B6.7 diesel engine (minimum 300 horsepower, 660 lb-ft torque), Allison 2500 EVS automatic transmission, rear air-ride suspension with leveling capability, full air-brake system with antilock braking, and 50-gallon diesel fuel tank. Each vehicle requires eight primary workstations, front meeting/interview capability, electronics equipment area, galley, lavatory, secure storage, and deployable flat-floor slide-out workspace expansion. Integration encompasses structural, mechanical, electrical, HVAC, plumbing, network, audiovisual, and control systems compliant with Federal Motor Vehicle Safety Standards and National Electrical Code provisions. Specific systems include three 15,000 Btu/hr rooftop air-conditioning units with supplemental heating, minimum 20-kW liquid-cooled diesel generator with automatic source transfer, comprehensive AC and DC electrical systems, twelve Cat6 network outlets with managed PoE Ethernet switch, Starlink Flat High Performance hardware, 5G cellular router integration, three 4K displays, four-point hydraulic leveling system, rooftop awning with integrated LED lighting, and comprehensive safety features.

Deliverables include approved final design and complete as-built documentation for each vehicle, inspection and test reports, complete manuals and maintenance information, five-year integration/body warranty, up to eight hours of instructor-led training, and all ownership and registration documents. Delivery schedule must identify calendar days required per vehicle with monthly production-status updates. Award will use Lowest Price Technically Acceptable (LPTA) evaluation, with Government reserving the right to award without discussions. Payment is firm fixed price by electronic funds transfer.
