STATEMENT OF WORK AND TECHNICAL SPECIFICATIONS
Operation Full Strength
Two Mobile Hiring Vehicles
I. SCOPE
a. INTRODUCTION
i. The Federal Bureau of Prisons (BOP) requires two (2) purpose-built Mobile Hiring Vehicles to support nationwide recruitment, applicant processing, interviews, hiring events, and related authorized personnel activities.
ii. The contractor shall design, engineer, fabricate, integrate, finish, test, document, train, and deliver two complete and independently deployable vehicles. Each vehicle shall be delivered as a complete operational mobile office platform, ready for Government inspection, acceptance, registration, and deployment.
iii. The vehicles are specialty mobile facilities, not general transportation vehicles, recreational vehicles, or generic mobile offices. The finished configuration shall support repeated interstate travel, rapid setup, professional public-facing operations, and sustained use in varied climates.
b. QUANTITY AND CONFIGURATION
i. Quantity: Two (2) substantially identical Mobile Hiring Vehicles.
ii. Each unit shall provide at least eight (8) primary workstations, front meeting/interview capability, an electronics equipment area, galley, lavatory, secure storage, integrated power and climate systems, structured network cabling, interior and exterior presentation capability, and deployable workspace expansion.
iii. Minor differences caused by chassis serial production or component availability shall not reduce capacity, functionality, safety, maintainability, or performance and require prior Government approval.
II. GOVERNMENT REQUIREMENTS AND ORDER OF PRECEDENCE
a. These specifications and Government Drawing Attachment 1 state the Government's minimum functional, performance, capacity, layout, safety, integration, documentation, and delivery requirements for the Mobile Hiring Vehicles.
b. Named manufacturers and model numbers establish the required level of quality, capacity, compatibility, and performance and shall be interpreted as "brand name or equal" unless the award expressly identifies a mandatory Government standard.
c. An offered equal shall meet or exceed the applicable minimum characteristics and shall be fully integrated into the vehicle. The offeror shall identify each proposed deviation or substitution and provide comparative product data with its offer.
d. The final awarded requirements and written modifications govern. In the event of conflict, the following order applies: written contract modifications; these technical specifications; Government Drawing Attachment 1;
Government-approved final contractor shop drawings; contractor submittals; and manufacturer literature.
e. Government Drawing Attachment 1, is incorporated into this requirement and establishes the required general arrangement, functional layout, and principal equipment locations
f. The contractor shall verify all dimensions, clearances, weights, structural requirements, system interfaces, and code requirements and shall develop complete engineered shop drawings. Government Drawing Attachment 1 does not relieve the contractor of responsibility for final engineering, safe integration, regulatory compliance, or vehicle performance.
g. Government Drawing Attachment 1 shall be handled and distributed in accordance with the security and limited-official-use markings appearing on the drawing.
III. GENERAL PERFORMANCE REQUIREMENTS
a. All vehicles and installed systems shall be new, current production, free of defects, and suitable for nationwide highway operation and the anticipated finished weight.
b. The contractor shall be responsible for complete systems integration, including structural, mechanical, electrical, HVAC, plumbing, network, audiovisual, controls, safety, and vehicle interfaces.
c. The completed units shall comply with all applicable Federal Motor Vehicle Safety Standards, Federal Motor
Carrier Safety Administration requirements, National Electrical Code provisions, component listing requirements, emissions requirements, and applicable State and local requirements in effect at delivery.
d. Components shall be arranged for safe operation, inspection, maintenance, repair, and replacement. Service access shall not require unnecessary removal of unrelated systems.
e. All controls, disconnects, circuit protection, valves, outlets, network ports, tanks, service points, and exterior compartments shall be permanently and legibly labeled.
f. The contractor shall coordinate final design decisions through one consolidated Government design-review process and shall not begin irreversible fabrication until the Government approves the design package.
IV. MINIMUM TECHNICAL REQUIREMENTS
a. OVERALL DIMENSIONS AND LAYOUT
a. Purpose-built dry-van/mobile-office body approximately 26 feet long on a commercial medium-duty truck chassis.
b. The required design envelope is approximately 445 inches overall length, not more than 102 inches overall width excluding lawful safety equipment, and approximately 148 inches overall height when loaded. Final dimensions shall be stated in the offer and confirmed on the approved drawings.
c. Minimum finished interior clear height of approximately 81.5 inches and finished interior width of approximately 87 inches, excluding localized cabinets and equipment.
d. The interior arrangement shall conform to Government Drawing Attachment 1 and provide eight primary workstations in the main workspace, a front meeting/interview area, electronics rack, galley, lavatory, storage, and exterior presentation/workstation compartment in the depicted operational relationship.
e. A flat-floor slide-out room extension, or Government-approved equivalent, shall expand the primary work area without an interior step or exposed overhead track. Weather seals, protective awning, deployment warning lights, and travel/ignition interlocks are required.
f. Ingress and egress shall include a commercial-duty side entry door, pull-out or cassette stairs that do not create an interior stepwell, exterior handrail, interior grab handle, courtesy lighting, and an emergency-egress window.
b. CHASSIS AND DRIVETRAIN
a. Freightliner M2 106, or approved equal, conventional commercial chassis rated for the complete apparatus and a minimum 33,000-pound gross vehicle weight rating.
b. Cummins B6.7 diesel engine, or approved equal, providing not less than 300 horsepower and 660 lb-ft of torque and meeting applicable emissions requirements at delivery.
c. Allison 2500 EVS automatic transmission, or approved equal, suitable for the finished vehicle weight and duty cycle.
d. Minimum 13,300-pound front axle rating and 21,000-pound rear axle rating, with ratings verified against final calculated and certified axle loads.
e. Rear air-ride suspension with dump capability, dual leveling valves, shock absorbers, and clearance appropriate for nationwide travel.
f. Full air-brake system with antilock braking, automatic slack adjusters, parking-brake warning, and all required reservoirs and safety equipment.
g. Minimum 50-gallon diesel fuel tank positioned and protected for the completed configuration.
h. Commercial severe-service tires and aluminum wheels properly load-rated for each axle; full-size spare provisions shall be identified in the offer.
i. Heated remote mirrors, power windows and locks, cab HVAC, premium driver and passenger seating, tilt/telescoping steering column, backup alarm, and color backup-camera system with minimum 7-inch monitor.
j. Front tow hooks, DOT triangle-reflector kit, block heater, and other standard equipment necessary for safe nationwide operation.
c. BODY, STRUCTURE, AND EXTERIOR
a. All-aluminum or equivalent corrosion-resistant structural body engineered for the finished loads, slide-out, roof equipment, storage compartments, and highway duty cycle.
b. Structural floor, roof, and wall assemblies shall be designed for concentrated equipment loads and include adequate framing at all mounted equipment, cabinets, displays, awning, ladder, and leveling points.
c. Entire underside, exposed floor structure, step assemblies, and underbody compartments shall receive durable corrosion-resistant undercoating.
d. Exterior body color shall be white unless otherwise approved. The body shall provide smooth areas suitable for Government-approved BOP and Operation Full Strength graphics.
e. All exterior doors and compartments shall be weather sealed, lockable where appropriate, lighted when opened, and fitted with corrosion-resistant hinges, fasteners, and latches.
f. At least four underbody exterior storage compartments of practical dimensions shall be provided without interfering with chassis service, ground clearance, tanks, slide-out equipment, generator, batteries, or leveling system.
g. A rear roof-access ladder with non-slip rungs and an automatic wind-sensing lateral-arm awning with manual override and integrated LED lighting shall be provided.
d. INTERIOR CONSTRUCTION AND WORKSPACE
a. Walls and ceiling shall be insulated with not less than approximately 2.5 inches of insulation or an assembly providing equal or better thermal and acoustic performance.
b. Interior subwalls and ceiling panels shall be durable, serviceable, and finished with commercial-grade materials suitable for public-facing office operations.
c. Floor shall include structural exterior-grade plywood underlayment and continuous, slip-resistant, commercial-grade resilient flooring with cove base.
d. At least eight primary workstation positions shall have durable work surfaces, overhead or adjacent storage, task lighting, AC receptacles with USB charging, and Cat6 data jacks.
e. Provide ten commercial office chairs with armrests, adjustable height, stable five-caster bases, and positive securement for travel.
f. Provide a front meeting/interview area with seating, work surface, display, network/data connections, power, and privacy separation from the main work area.
g. Cabinetry shall be fabricated from durable aluminum or equivalent non-corroding material with positive travel latches, rounded exposed edges, gas-assisted overhead doors, and serviceable hardware.
h. Provide at least eight dry-erase workstation cabinet surfaces and additional framed magnetic dry-erase boards distributed through the work areas.
i. Pocket doors or equivalent space-saving doors shall separate functional areas and remain positively secured in both travel and deployed positions.
e. GALLEY AND LAVATORY
a. Galley shall include a minimum 1.0-cubic-foot, 1,000-watt microwave oven; commercial coffee maker; and minimum 2.7-cubic-foot 12/24-VDC refrigerator with positive travel latch.
b. Provide a private pressurized lavatory with low-profile toilet, stainless-steel sink, faucet, paper-towel holder, toilet-paper holder, and tank-level monitor.
c. Fresh-water capacity shall be not less than 25 gallons and waste capacity not less than 30 gallons.
d. Water system shall include a pump rated approximately 5.3 gallons per minute, accumulator tank, PEX pressure piping, sewage hose, dump valve, winterization valve, and accessible service points.
e. Underbody water and waste tanks and exposed plumbing shall be insulated and heated or otherwise protected for cold-weather operation and storage.
f. HVAC AND VENTILATION
a. Provide three low-profile, ducted rooftop air-conditioning units, each with nominal cooling capacity of not less than 15,000 Btu/hr and integrated condensate management.
b. Each rooftop unit shall include supplemental electric heat of approximately 5,600 Btu/hr or equivalent capacity.
c. Provide additional electric heat totaling not less than approximately 10,000 Btu/hr and a thermostatically controlled diesel-fired furnace adjustable through an approximate 5,100 to 12,000 Btu/hr range.
d. Provide at least two reversible powered roof ventilators and adequate supply/return-air distribution throughout occupied spaces.
e. HVAC controls shall support occupied, travel, and storage modes and maintain safe interior conditions within the limits of the installed equipment and available power.
g. AC ELECTRICAL AND GENERATOR SYSTEM
a. Minimum 20-kW, 120/240-VAC, liquid-cooled diesel generator, Tier 4 Final compliant or current equivalent, with automatic safety shutdowns, vibration isolation, service access, and a weather-protected welded-aluminum compartment.
b. Generator exhaust shall discharge safely to the street side and away from openings, occupied areas, and combustible materials.
c. Provide automatic source transfer and power management between generator and shore power.
Generator starting and shutdown shall be available in both manual and automated modes.
d. Provide a 50-amp, 125/250-VAC shore-power package with weatherproof inlet, minimum 50-foot cord, and adapter/pigtail, plus a 20-amp, 120-VAC auto-eject inlet with minimum 25-foot cord for storage support.
e. Provide whole-system surge protection listed to UL 1449 or current applicable standard.
f. Provide at least eleven 20-amp, 125-VAC duplex receptacles with Type A and Type C USB charging, three interior GFCI duplex receptacles, and two weatherproof exterior GFCI duplex receptacles, in addition to receptacles dedicated to installed equipment.
g. AC main and branch-circuit conductors shall be stranded copper THHN or approved equal, with branch circuits not smaller than AWG 12, routed in listed liquid-tight or ENT conduit and installed in accordance with applicable electrical codes.
h. Provide accessible wire-management raceway with removable covers for future additions and relocations.
h. DC ELECTRICAL, LIGHTING, AND CONTROLS
a. Provide a dedicated auxiliary battery bank separated from chassis batteries, with capacity not less than two deep-cycle 6-VDC batteries connected for the required system voltage, housed in an accessible weather-resistant slide-out compartment.
b. Provide an electronic converter/charger rated at not less than 80 amps with multi-bank charging, reverse-polarity protection, current limiting, high-voltage protection, and listed safety certification.
c. Provide a multiplexed, touchscreen-based control and monitoring system integrating AC/DC power, generator, HVAC, lighting, shore transfer, slide-out, leveling, awning, safety interlocks, tank/battery status, automated startup/shutdown, and service alerts.
d. Provide one primary color touchscreen of approximately 10 inches and local control panels at the cab, exterior workstation, and principal occupied zones. Controls shall remain serviceable, configurable, and supported for the expected vehicle life.
e. Control programming shall include storage, travel, occupied/startup, shutdown, reduced-lighting, and automatic-leveling modes as applicable.
f. Provide not fewer than twenty-three neutral-white interior LED ceiling lights, six high-output exterior scene lights, courtesy and compartment lighting, and lighting controls appropriate to each zone.
g. DC branch circuits shall use resettable circuit breakers, permanent circuit labels, protected and identified conductors, suitable grommets/loom, and heat protection. High-current battery cable shall be minimum 2-gauge copper where required by load calculations.
i. NETWORK, CONNECTIVITY, AND EQUIPMENT RACK
a. Provide a minimum of twelve Cat6 RJ-45 network outlets: one at each of eight primary workstations, two in the front meeting/interview area, and two in the exterior display/workstation compartment.
b. All structured cabling shall terminate in a labeled 24-port Cat6 patch panel and be furnished with required certified patch cords.
c. Provide a managed 24-port 10/100/1000 PoE Ethernet switch with at least four uplink ports and sufficient
PoE budget for the installed design; Cisco CBS220-24P-4G-NA or approved equal.
d. Provide a ventilated, service-accessible 19-inch electronics rack with approximately 40 rack spaces, front door, forced-air cooling, rack shelves, and rack-mounted power distribution.
e. Provide and integrate Starlink Flat High Performance hardware, or current Government-approved equivalent, including roof mount, weatherproof cable provisions, router/power components, and rack integration.
f. Provide a 5G cellular router with Wi-Fi, enterprise management subscription for at least one year, and a multi-band MIMO cellular/Wi-Fi/GNSS roof antenna; Cradlepoint E3000 system or approved equal.
g. Provide future provisions for one Government-owned 5G router, including weatherproof antenna-mounting location, raceway/conduit, power, and rack space.
h. Contractor-furnished connectivity equipment shall not be connected to BOP information systems until approved by BOP IT and cybersecurity authorities.
j. AUDIOVISUAL AND PRESENTATION SYSTEMS
a. Provide one approximately 32-inch 4K interior display in the front meeting/interview area and two approximately 55-inch 4K displays, one at the rear interior wall and one in the exterior display/workstation compartment.
b. Provide an AV-over-IP distribution system with two wall-plate inputs, three display decoders, centralized control, a managed PoE network switch sized for the AV design, HDMI/USB-C connectivity, required cabling, and wireless handheld/tablet control.
c. Provide a weatherproof exterior display/workstation compartment with upward-opening door, gas supports, lockable latch, LED lighting, flip-down work surface, AC/GFCI/USB power, HDMI input, control panel, and two Cat6 outlets.
d. Provide an omnidirectional over-the-air television antenna and all brackets, cabling, power supplies, programming, and mounting hardware required for a functional system.
k. RADIO, WARNING, AND COMMUNICATIONS PROVISIONS
a. Provide power, antenna, conduit, and mounting provisions for a dual-head Government communications radio. Final radio installation and programming shall be coordinated with the Government.
b. Provide two corrosion-resistant rooftop antenna raceways approximately 3 inches by 3 inches by 12 feet, with watertight service covers and conduit to the electronics/radio locations, or an approved equivalent serviceable design.
c. Provide an electronic siren, public-address speaker, and red/blue warning-light package only to the extent authorized by applicable law and final Government approval.
d. Warning-light controls shall provide staged operation and shall be integrated with the cab console without obstructing safe driving controls.
l. LEVELING, AWNING, STORAGE, AND SAFETY
a. Provide a four-point hydraulic leveling system with individual and automatic control, minimum 17,000-pound capacity per jack, chassis air-dump interface, travel interlock, deployed warning, and four appropriately rated jack pads.
b. Provide ignition and travel interlocks preventing vehicle movement or starting when slide-out, leveling jacks, stairs, awning, or other hazardous extensions are deployed, as applicable.
c. Provide two 5-pound dry-chemical fire extinguishers, three combination smoke/carbon-monoxide alarms, DOT emergency triangles, backup alarm, emergency-egress provisions, and permanent safety labels.
d. All installed equipment, chairs, doors, drawers, appliances, displays, rack components, and loose accessories shall have positive securement for highway travel.
e. The contractor shall perform a final weight and balance analysis and provide certified front axle, rear axle, and gross vehicle weights with full fluids and representative delivered equipment. No rating may be exceeded.
V. GOVERNMENT-FURNISHED EQUIPMENT AND CYBERSECURITY
a. Government computers and approved peripherals; fingerprinting or background-investigation equipment, if used; Government-specific network/security equipment; recruiting materials; and Government-owned radios may be furnished for integration or installed after delivery.
b. The contractor shall identify all required GFE dimensions, weights, power loads, heat loads, cable interfaces, mounting details, and required delivery dates during design review.
c. Mounting, power, cooling, raceway, rack space, and cable pathways shall be provided for approved GFE identified before design freeze.
d. No contractor or commercial network device shall be connected to a BOP production network without written authorization from the appropriate BOP IT/cybersecurity authority.
e. Activation fees, recurring cellular/satellite service, Government software loading, and Government radio programming are excluded unless expressly included in the award.
VI. DESIGN REVIEW AND SUBMITTALS
a. Initial compliance matrix addressing every paragraph of these specifications and identifying offered make/model information and deviations.
b. Preliminary and final dimensioned contractor shop drawings, including floor plans, exterior elevations, equipment locations, service clearances, and storage arrangements, demonstrating conformance with Government Drawing Attachment 1.
c. Chassis data, axle ratings, preliminary and final weight distribution, center-of-gravity review where applicable, tire/wheel ratings, and overall dimensions.
d. Structural calculations or engineering certification for body, slide-out, roof-mounted equipment, leveling, displays, cabinets, and other major attachments when requested.
e. Electrical load analysis, generator sizing, one-line diagrams, panel schedules, AC/DC schematics, shore-power and grounding/bonding details, and control-system architecture.
f. HVAC load and capacity information, equipment data, air-distribution layout, condensate routing, and heating/cold-weather strategy.
g. Plumbing schematic, tank locations and capacities, winterization design, drain routing, and service access.
h. Network, radio, antenna, AV, and electronics-rack diagrams showing equipment, ports, cable routes, termination labels, and power requirements.
i. Finish samples, cabinet construction details, seating/securement details, paint and Government graphics proofs.
j. Production milestone schedule identifying chassis availability, design approval, fabrication, major-system installation, testing, inspection, training, and delivery for each vehicle.
k. Product data and warranty information for all major components and all proposed equals.
l. Government review does not relieve the contractor of responsibility for complete design, coordination, code compliance, safety, performance, or correction of errors.
VII. INSPECTION, TESTING, AND ACCEPTANCE
a. The contractor shall maintain an inspection and test plan and shall provide reasonable access for Government inspection during fabrication and final acceptance.
b. Prior to delivery, the contractor shall conduct and document chassis and roadworthiness checks; operational road test; certified axle weighing; leak inspection; and verification of doors, stairs, slide-out, leveling, awning, locks, and travel securements.
c. Generator and electrical systems shall be tested under representative load, including source transfer, shore power, receptacles, GFCI operation, surge protection status, charger operation, control modes, alarms, and emergency shutdowns.
d. HVAC and ventilation shall be operated in all zones and modes to verify heating, cooling, airflow, controls, condensate removal, and generator/shore-power compatibility.
e. Plumbing shall undergo fill, pressure, leak, pump, fixture, tank-monitor, drainage, dump, heating, and winterization-function checks.
f. Every Cat6 permanent link shall be certified to Cat6 performance and accompanied by an electronic cable-certification report. Network ports, switch, rack cooling, labels, and patching shall be verified.
g. All AV displays, inputs, encoders/decoders, antenna, control interfaces, audio, and exterior workstation functions shall be demonstrated.
h. All safety interlocks, warnings, backup systems, scene lighting, emergency equipment, smoke/CO alarms, and fire extinguishers shall be inspected and demonstrated.
i. Government-identified deficiencies shall be corrected and retested before final acceptance unless the Contracting Officer expressly accepts a documented minor deficiency with an approved corrective-action date.
j. Final acceptance occurs only after the Government receives both conforming vehicles, required documents, training, keys, loose equipment, and signed deficiency closure.
VIII. DOCUMENTATION AND TRAINING
a. Provide a complete electronic and hard-copy manual set for each vehicle, including final as-built specifications, interior/exterior drawings, chassis/body manuals, and component manuals.
b. Provide AC and DC legends identifying wire gauge, color, number, function, circuit protection, and termination;
high-current DC schematic; panel schedules; control-system documentation; and troubleshooting information.
c. Provide antenna placement drawings, network port/patch-panel schedules, Cat6 certification reports, AV diagrams, plumbing schematics, HVAC information, generator/chassis service records, battery information, and parts/service contacts.
d. Provide warranty documents and completed or ready-to-submit manufacturer warranty registrations. The Government shall not be required to reconstruct component warranty information.
e. Provide up to eight hours of instructor-led orientation for designated BOP personnel covering safe vehicle setup, generator, shore power, electrical systems, HVAC, slide-out, leveling, awning, automation controls, plumbing/winterization, AV/network provisions, emergency systems, routine maintenance, and shutdown/storage procedures.
f. Training shall include hands-on operation, electronic training materials, and an attendance record. Training may occur at the factory or delivery location as approved by the Government.
IX. WARRANTY AND SERVICE SUPPORT
a. Provide all standard chassis, engine, transmission, generator, HVAC, electronics, appliance, and component warranties. Offered coverage shall meet or exceed the minimum periods stated below.
b. Minimum integration/body workmanship warranty shall be five years against defects in materials and workmanship, unless a longer standard warranty applies.
c. Minimum coverage shall include two years/unlimited miles for the chassis, two years/100,000 miles for the engine, and five years/unlimited miles for the transmission. Offered coverage shall be stated clearly.
d. Warranty coverage shall begin no earlier than Government acceptance, except where a component manufacturer will not permit delayed commencement; any exception shall be disclosed before award.
e. The contractor shall provide a single warranty point of contact, claims procedure, nationwide service-support plan, escalation contacts, and parts availability information.
f. Warranty service shall include correction of integration defects and damage caused by defective contractor installation at no additional cost to the Government.
X. DELIVERY REQUIREMENTS
a. Delivery shall be FOB Destination to Washington, DC, or another Government-designated location stated in the order.
b. The Government requires the earliest practicable delivery. Offerors shall provide firm proposed delivery dates for both vehicles, identify chassis allocation status, and disclose long-lead components and schedule dependencies.
c. Offerors shall state the number of calendar days after receipt of order required to deliver Vehicle 1 and Vehicle
2. The awarded delivery schedule shall be binding.
d. The contractor shall provide written production-status updates at least monthly and promptly report any actual or anticipated delay, cause, effect, and recovery plan.
e. Delivery coordination shall include receiving hours, driver requirements, temporary tags, title/manufacturer's certificate of origin, keys, fuel and fluid levels, and any registration documentation required by the order.
f. Risk of loss remains with the contractor until Government acceptance at destination.
XI. SUBSTITUTIONS AND CHANGE CONTROL
a. No substitution, layout change, component deletion, capacity reduction, or material change may be made after award without prior written Government approval.
b. If a specified component becomes unavailable, the contractor shall propose an equal or better replacement with comparative data, interface impacts, schedule effects, price effects, warranty information, and revised drawings as applicable.
c. Government approval of a substitution does not relieve the contractor from full integration, performance, compatibility, documentation, or warranty responsibility.
d. After Government design freeze, changes should be limited to safety, regulatory compliance, cybersecurity, correction of error, component obsolescence, or essential mission need and shall be processed through the Contracting Officer.
XII. REQUIRED DELIVERABLES
a. Two complete, tested, documented, and accepted Mobile Hiring Vehicles.
b. Approved final design package and complete as-built package for each vehicle.
c. Inspection, test, cable-certification, weight, and deficiency-closure reports.
d. Manuals, maintenance information, warranty package, parts/service contacts, keys, cords, adapters, jack pads, emergency equipment, and all loose accessories.
e. Completed training/orientation and training materials.
f. Titles, certificates of origin, odometer statements, and other ownership/registration documents required by the order.
