The Government intends to make one firm-fixed price award using Lowest Price Technically Acceptable (LPTA) source selection procedures. Technical evaluation will assess quoters' ability to meet or exceed specifications in the Statement of Work, with evaluation based solely on specifications listed in the solicitation. Price evaluation will be calculated as the total aggregate price summing all Contract Line Item Numbers (CLINs). Proposed prices must be reasonable, representing what a prudent person would pay considering market prices, and may be evaluated through price competition or price analysis techniques.
Quoters must submit all documentation by the deadline specified in Block 8 of SF-1449, page 1 of the solicitation. Minimum submission requirements include: quote in PDF format; completed SF-1449 (blocks 17a, 20, 30a, 30b, 30c) with UEI number and email information; unit price and total amount on the Schedule of Supplies/Services; all required documentation per the Schedule, SOW, and Government drawing; all completed clauses/provisions; signed SF-1449; and confirmation that NAICS Code 333310 is utilized in SAM for the UEI number. Quoters who fail to follow submission requirements may be excluded from consideration. Quoters should submit their best offer as they may not have opportunity for revision. All questions must be emailed to bwilson1@bop.gov with subject line "15BNAS26Q00000012 Questions." Hard copy quotes will not be accepted, and it is the quoter's sole responsibility to ensure timely receipt of emailed quotes with accessible and legible attachments.

Instructions to Quoters – Solicitation Amendment
1.0 General Information
This acquisition will utilize Lowest Price Technically Acceptable (LPTA) source selection procedures.
Award will be made to the Quoter whose quote represents the LPTA, is deemed responsible, and whose quote conforms to the solicitation requirements. The Government reserves the right to award without discussions. Therefore, each initial quote should contain the Quoter’s best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if determined to be in the Government’s best interest.
Number and type of award:
The Government intends to make one Firm-Fixed Price award. However, the Government reserves the right to make no award, depending on the quality of quotes and prices submitted.
1.1 Rejection of Unrealistic Offers:
The Government may reject any quote that is evaluated to be unrealistic in terms of program commitments, including contract terms and conditions or unrealistically high or low in price when compared to Government estimates, such that the quote is deemed to reflect an inherent lack of competence or failure to comprehend the requirement of the solicitation.
2.0 Technical Evaluation
The Government will award a contract resulting from this solicitation to the responsible offeror whose quote, conforming to the requirements of the solicitation (Meet or exceed the specification in the SOW), is the lowest price technically acceptable.
Evaluation Methodology:
Evaluation will be an assessment of the quote and each quoter’s ability to provide the prospective delivery order successfully. The Bureau will evaluate all competitive quotes and assess their relative qualities solely on the specifications listed in the solicitation.
2.1 Price
The offeror’s price will be evaluated based upon the total aggregate price. The total aggregate price will be calculated as the sum of the proposed prices for all CLIN(s).
In addition, to reject any unrealistic quotes, the Government may also determine a quote unacceptable should the proposed prices be materially unbalanced. Unbalanced pricing exists when, despite an acceptable total evaluated price, the price of one or more items is significantly overstated or understated as indicated by the application of price analysis techniques.
Proposed prices will be evaluated for reasonableness. For a price to be reasonable, it shall represent a price to the Government that a prudent person would pay when consideration is given to prices in the market. Price reasonableness may be established by adequate price competition or price analysis techniques.
3.0 Addendum to FAR 52.212-1, Instructions to Offerors-Commercial Items:
The provision at 52.212-1 is hereby tailored to modify paragraph “Submission of Offers.” As a minimum, quoters shall submit all the following documentation:
Quoter should ensure ALL necessary technical information for technical evaluation is included in this section and all requirements have been addressed.
1. Quote shall be submitted in .pdf format.
2. Complete SF-1449 (blocks 17a, 20, 30a, 30b, 30c) Include UEI # and email information in
Block 17a of the SF-1449.
3. Insert Unit Price and Total Amount on Schedule of Supplies/Services
4. In accordance with Schedule of Supplies/Service, SOW and the Government drawing, submit all required documentation.
5. Complete all Clauses/Provisions requiring offeror, if required.
6. Sign the SF-1449
7. Ensure NAICS Code 333310 is utilized in SAM for your UEI#
Quoter, who fails to follow any of the above submission requirements, may be excluded from consideration. The Government reserves the right to conduct discussions but intends to make award on initial quote. Quoters may not have the opportunity to submit a revised quote and therefore should submit their best offer and pricing.
Quotes must be received in the contracting office on or before the solicitation deadline specified in
Block 8 of the SF-1449, page 1 of the solicitation.
All Questions concerning this solicitation should be emailed to bwilson1@bop.gov. The subject line of the email must state “15BNAS26Q00000012 Questions.” All answers will be posted in writing as an amendment to the solicitation. Questions will not be answered verbally or individually.
It is the Quoter’s sole responsibility to ensure their emailed quotes are received on time and attachments are accessible and legible.
Hard copy quotes will not be accepted.
