About this file
This document is a Solicitation Amendment providing Instructions to Quoters for a federal contract acquisition.
The Government intends to make one Firm-Fixed Price award using Lowest Price Technically Acceptable (LPTA) source selection procedures. Award will be made to the responsible quoter whose quote represents the lowest price while meeting or exceeding the specifications in the Statement of Work (SOW). The Government reserves the right to make no award depending on quote quality and may conduct discussions if deemed in the Government's best interest, though initial quotes should represent each quoter's best terms. The Government may reject unrealistic quotes that are unrealistically high or low compared to Government estimates or reflect an inherent lack of competence, as well as quotes with materially unbalanced pricing where individual line items are significantly overstated or understated. Proposed prices will be evaluated for reasonableness using price competition or price analysis techniques to represent what a prudent person would pay given market conditions.
Quoters must submit quotes in PDF format by the solicitation deadline specified in Block 8 of the SF-1449 to bwilson1@bop.gov. Required documentation includes: completed SF-1449 with blocks 17a, 20, 30a, 30b, and 30c (including UEI# and email); unit price and total amount on the Schedule of Supplies/Services; all required documentation per the SOW and Government drawing; completed clauses and provisions; signed SF-1449; and verification that NAICS Code 336111, 336112, or 336211 is utilized in SAM. Quoters who fail to follow submission requirements may be excluded from consideration. Hard copy quotes will not be accepted, and it is the quoter's sole responsibility to ensure timely email receipt with accessible and legible attachments. All questions should be emailed with subject line "15BNAS26Q00000012 Questions," and answers will be posted as written amendments to the solicitation.

Instructions to Quoters – Solicitation Amendment
1.0 General Information
This acquisition will utilize Lowest Price Technically Acceptable (LPTA) source selection procedures.
Award will be made to the Quoter whose quote represents the LPTA, is deemed responsible, and whose quote conforms to the solicitation requirements. The Government reserves the right to award without discussions. Therefore, each initial quote should contain the Quoter’s best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if determined to be in the Government’s best interest.
Number and type of award:
The Government intends to make one Firm-Fixed Price award. However, the Government reserves the right to make no award, depending on the quality of quotes and prices submitted.
1.1 Rejection of Unrealistic Offers:
The Government may reject any quote that is evaluated to be unrealistic in terms of program commitments, including contract terms and conditions or unrealistically high or low in price when compared to Government estimates, such that the quote is deemed to reflect an inherent lack of competence or failure to comprehend the requirement of the solicitation.
2.0 Technical Evaluation
The Government will award a contract resulting from this solicitation to the responsible offeror whose quote, conforming to the requirements of the solicitation (Meet or exceed the specification in the SOW), is the lowest price technically acceptable.
Evaluation Methodology:
Evaluation will be an assessment of the quote and each quoter’s ability to provide the prospective delivery order successfully. The Bureau will evaluate all competitive quotes and assess their relative qualities solely on the specifications listed in the solicitation.
2.1 Price
The offeror’s price will be evaluated based upon the total aggregate price. The total aggregate price will be calculated as the sum of the proposed prices for all CLIN(s).
In addition, to reject any unrealistic quotes, the Government may also determine a quote unacceptable should the proposed prices be materially unbalanced. Unbalanced pricing exists when, despite an acceptable total evaluated price, the price of one or more items is significantly overstated or understated as indicated by the application of price analysis techniques.
Proposed prices will be evaluated for reasonableness. For a price to be reasonable, it shall represent a price to the Government that a prudent person would pay when consideration is given to prices in the market. Price reasonableness may be established by adequate price competition or price analysis techniques.
3.0 Addendum to FAR 52.212-1, Instructions to Offerors-Commercial Items:
The provision at 52.212-1 is hereby tailored to modify paragraph “Submission of Offers.” As a minimum, quoters shall submit all the following documentation:
Quoter should ensure ALL necessary technical information for technical evaluation is included in this section and all requirements have been addressed.
1. Quote shall be submitted in .pdf format.

6. Sign the SF-1449
7. Ensure NAICS Code 336111, 336112 or 336211 is utilized in SAM for your UEI#
