About this opportunity
The U.S. Department of Agriculture Forest Service, Region 9 – Eastern Region, issued this Special Notice on July 18, 2025, soliciting applications for a concession campground special use permit on the Monongahela National Forest in West Virginia. The prospectus seeks a qualified operator to manage and maintain five government-owned recreation facilities located within the Marlinton-White Sulphur Ranger District: Lake Sherwood Campground and Recreation Area, Blue Bend Campground and Large Picnic Shelter Area, Blue Meadow Group Campground, Hopkins Mountain Fireman's Patrol Cabin, and Pocahontas Campground. The permit will authorize comprehensive operation and maintenance of these developed recreation sites, which collectively generated an average annual gross revenue of $128,309.67 over the past three years. An updated prospectus (Version 2) was released on August 19, 2025, with supplemental guidance provided through a site visit questions and answers document posted on August 28, 2025.
Applicants must submit three copies of their complete application package to Forest Supervisor Cynthia Sandeno, Attention Michael Hancock, at 200 Sycamore Street, Elkins, WV 26241, by 4:30 p.m. on October 17, 2025. A mandatory field visit is scheduled for August 26, 2025, at 10:00 a.m. EST at the Lake Sherwood Recreation Area entrance station, with interested parties required to notify Matthew Edwards at matthew.j.edwards@usda.gov to confirm attendance. The Forest Service will evaluate applications using a non-fixed weight evaluation method, prioritizing the proposed annual operating plan, business plan, financial resources, public fees, and government fee in descending order of importance. The minimum annual fee to the government is $6,094.71, and qualified applicants must demonstrate adequate financial resources, insurance coverage, and operational capability to maintain universally accessible facilities while complying with all Forest Service standards and applicable federal, state, and local regulations. The permit term is up to five years with a potential five-year extension contingent upon satisfactory performance, and permit holders have the opportunity to offset fees through Granger-Thye maintenance, reconditioning, renovation, and improvement projects.
