About this opportunity

The Forest Service is soliciting quotes for post-fire stewardship and timber removal services on the Promenade Park project in the Lassen National Forest, Almanor Ranger District, California, with quotes due July 28, 2026. This is a total small business set-aside (NAICS 113310, Logging, 500-employee size standard) issued as an RFQ under the R5 Pacific Southwest Stewardship Blanket Purchase Agreement; only current BPA holders are eligible to submit quotes.

Place of performance is Chester, California. The project encompasses 1,024 acres across 16 cutting units in post-fire stands within recent wildfire footprints. Work includes cutting, skidding, and decking timber greater than 3.0 inches DBH across all units; removal of approximately 236,000 tons of combined softwood non-saw timber products; pre-haul, during-haul, and post-haul road maintenance on 14 roads; and reconstruction of 6.58 miles across four roads (Big Bend, Hole-In-The-Ground CG, Little Jones Valley, and Little Round Valley Loop) using Federal Highway Administration standard specifications. Maximum stump heights are 12 inches; minimum merchantable piece length is 6 feet with 1.0 inches diameter inside bark at small end. Operations are restricted December 26 through March 31 and when soil conditions are unsuitable or fire risk is elevated. Wildlife protection periods restrict activities for California Spotted Owl (March 1–August 31), American Goshawk (February 15–September 15), Osprey nests (March 1–August 31), Bald Eagle nests (January 3–August 31), and wolf presence detection (April 1–July 15).

Contract performance extends from award through December 31, 2028, with work commencement required within 10 calendar days of Notice to Proceed. Contractors must submit unit prices for all 17 mandatory line items with a minimum acceptable offer of $0.10 per ton. Payment for timber removal is based on actual tons removed via 100% weight scale, not to exceed awarded tonnage. Road maintenance is required at no Forest Service compensation on the timber sale. Davis-Bacon wage requirements and payment bonding apply to construction work items if total awarded value meets or exceeds $35,000. Service Contract Act prevailing wages under California Wage Determination No. 1977-0727 apply to forestry and land management services; construction wages under General Decision CA20260007 apply to road reconstruction. A mandatory pre-proposal conference was held July 8, 2026 at the Almanor Ranger Station. Amendment 1 (effective July 17) added site visit notes and replaced the contract area map with an updated version dated July 14, 2026, including an additional water hole south of Unit 5. Evaluation criteria include technical approach, relevant past performance, and benefit to local communities in Lassen, Shasta, Plumas, Tehama, and Butte counties, with price as the final factor.
