About this file
This is an Amendment of Solicitation/Modification of Contract (Standard Form 30) for the Promenade Park Stewardship Integrated Resource Service Contract (IRSC). The amendment, issued on June 29, 2026, with an effective date of July 17, 2026, modifies RFQ 12363N26Q4160 for the USDA Forest Service Stewardship Contracting Branch, Sisters Ranger District, Lassen National Forest, Almanor Ranger District. Amendment 0001 adds Attachment 11 containing site visit notes from July 8, 2026, and replaces the original Attachment 5b Contract Area Map with an updated version dated July 14, 2026, which includes an additional water hole located south of Unit 5 that was approved by the District Hydrologist. The deadline for receipt of quotes remains unchanged.
The site visit notes document details from an industry pre-bid meeting attended by representatives from Peterson Timber, Markit Forestry, Apex Enterprises, J.W. Bamford, North Fork Enterprises, Tyrrell Resources, and Ceres Forestry, among others. Key contract requirements include: temporary road access via a $7,500/year rental agreement with Circle S Ranch; Wolf Limited Operating Period language requiring consultation with California Department of Fish and Wildlife; cultural resource protocols with one site in Unit 65; all units are tractor ground (less than 35% slope) requiring 100% removal of marked material; mandatory directional felling and soil erosion protection measures in Riparian Conservation Areas; flexibility in product type (whole logs or chips); existing landings available for reuse; and potential coordination with PG&E regarding powerline tree removal in Units 30 and 31. The quote submission deadline is July 28, 2026, to Karen Ruklic via email.

Stop #1: Section 27, south of Units 83 and 6
• Viewed potential temporary road location for hauling. Proposed temporary road location routes around the private property Circle S Ranch located in Section 27 on Contract Area Map (CAM).
o Road Rental Agreement in place with Circle S Ranch for $7,500/year if contractor wishes to use section of road.
o Temporary road location will be by agreement between FS and contractor post award.
• New Wolf Limited Operating Period (LOP) language located in Clause 18 – requires additional pre-implementation consultation with California Department of Fish and Wildlife.
• Question: No specific units lied to LOP?
o Answer: Correct, there are currently no Wolves in sale area, additional consultation will determine if anything has changed or new wolves moved into the area.
• Cultural Resources – one site located in Unit 65. If archeology monitor is available, would be treated; if no archeology monitor is available during operations, then it will be treated as a Flag and Avoid location.
• Section 13 – 29N48 o Currently there is a washout from winter storm damage o Forest Service Road Crew will repair washout in the road prior to 7/29/26 to accommodate 7/28/26 quote due date and avoid any hauling conflicts with project.
Stop #2: Located on Road 172 between Units 65 and Unit 5.
• Question: Additional waterhole not on CAM that was used during previous hazard tree service contract – would this be available for Promenade?
o Forest Service to work with Hydrology to verify if waterhole can be used during operations and would be added to CAM if approved by district Hydrologist.
• Existing landings from previous Integrated Resource Service Contract (IRSC) located in contract area. Contractors can re-utilize those landings if desired, however left-over existing material in the landing is not required to be removed as part of Promenade contract.
• Clauses verses Appendix B, C Provisions – some contract requirements can be found in the Clauses located in the Solicitation, and some contract requirements can be found in Appendix B – Timber Removal.
• Equipment Exclusion Zones (EEZ) boundaries are painted on ground, Riparian Conservation Areas (RCA) buffers are Geo-fence as shown on the CAM
• Question: Are all units tractor ground?
o Answer: Yes, all units are less than 35% Slope.
• Question: mandatory cut and remove in RCAs?
o Answer: Yes, directional felling away from EEZ required, limited turning and
Soil Erosion Protection Measures (SEPM) requirements within RCAs
• Question: 100% removal of required material?
o Yes
• Cal Trans will be doing culvert replacement along sections of 172 road in 2027, FS will coordinate with contractor once Cal Trans gives FS timeline for replacement.
• PG&E will also be doing work along powerline in Sections 28 and 27, Units 30 and 31.
o Performing tree removal along powerline. Coordination with FS and Contractor will be required prior to operations to make sure PG&E doesn’t cut and/or remove material within Units 30 and 31.
o No timeline for PG&E work at this time.
• Quotes are due to Karen Ruklic via email on 7/28.
• Question: What is the intended haul route for southern units?
o 29N48 is the most direct route, however there is a winter Recreation Limited Operating Period.
• Potential future IRSCs for additional treatments planned for outyear Fiscal Years.
• Question: Non-Governmental Organization (NGO) partnership for this project?
o No.
• No requirements for material removal as far as product type. Can go out as either whole logs or chips to allow flexibility for markets.
