About this opportunity
The Defense Health Agency's Program Executive Office for Defense Healthcare Management Systems (PEO DHMS) seeks an Indefinite Delivery, Indefinite Quantity (IDIQ) multiple-award contract for comprehensive Deployment Solutions supporting on-demand deployment of DHMS products across Continental United States (CONUS) and Outside Continental United States (OCONUS) locations. Services include program management, deployment planning and execution, site preparation, hardware delivery and connectivity, user enablement, training, change management, data migration, and post-deployment stabilization support for Federal Electronic Health Records (EHR) modernization and Operational Medicine systems serving the Department of War, Department of Veterans Affairs, United States Coast Guard, and federal partners. Proposals will be evaluated on three primary factors: (1) Challenge Scenario responses addressing Federal EHR and Operational Medicine product deployments in disconnected or low-bandwidth environments, (2) Small Business Participation with minimum goals of 30% total small business including specified socioeconomic categories, and (3) Supply Chain Risk Management Plans addressing hardware, software, and firmware risks. The Government intends to award contracts to all technically acceptable offerors whose firms are determined to be responsible, with price excluded from IDIQ-level evaluation and assessed only at the task order level. The pre-solicitation comment period deadline was March 11, 2026, with all vendor questions answered by March 24, 2026, and a formal solicitation expected at a later date.
This procurement carries no set-aside designation and includes incumbent contractors identified as Leidos, Inc., Cherokee Nation, Ellumen, Inc., Accenture Federal Services, LLC, and Advancia Aeronautics, LLC. The contract base period spans one year with four optional one-year renewal periods, enabling sustained deployment support across multiple sites and product implementations. Prospective vendors raised several hundred questions regarding task order structure, hardware procurement responsibilities, training environment provisioning, past performance evaluation methodology, and organizational conflict of interest determinations, indicating substantial industry interest and complexity in this procurement. Specific budget information, award values, and detailed performance metrics are being deferred to individual task order competitions, where requirements will vary based on deployment scale, site readiness frameworks, staffing models, and integration specifications. Contractors must achieve compliance with NIST SP 800-171 and 800-172 standards, CMMC Level 2 certification where applicable, Risk Management Framework protocols, personnel security clearances, HIPAA regulations, and comprehensive cybersecurity and reporting requirements. The Government emphasizes that detailed requirements cannot be standardized across all IDIQ products due to the variable nature of deployment environments and mission requirements.
