About this opportunity

The U.S. Army Combat Capabilities Development Command Chemical Biological Center (DEVCOM CBC) is seeking comprehensive Program and Staff Support (PASS) services through a single-award Indefinite Delivery/Indefinite Quantity (ID/IQ) contract. The solicitation encompasses ten primary service areas including human capital, intelligence and security documentation processing, strategic planning, business development, operations, project management, acquisition development, financial management, safety, and risk management to support eleven mission-critical areas related to chemical and biological defense technologies. Offerors must be certified small businesses under NAICS 541611 with a size standard of $24.5 million and maintain SECRET security clearances for personnel. The government will evaluate proposals using a Best Value-Trade Offs methodology, with Technical and Past Performance factors equally weighted and more important than Cost/Price, with a maximum fixed fee of 5% for Cost-Plus-Fixed-Fee labor categories. The original proposal deadline of July 11, 2025 has been extended to July 30, 2025, with proposals limited to 30 pages for the technical volume and submitted electronically via encrypted email.

This opportunity is designated as a 100% Total Small Business Set-Aside, with current work being performed by multiple contractors including Booz Allen Hamilton, ANSER, and JRAD, though no single incumbent exists for the entire contract scope. The contract has an anticipated total ceiling value of $79,192,057 over a 60-month ordering period with an additional six-month option, featuring a guaranteed minimum award of $2,500 and historical staffing levels totaling 23 full-time equivalents across various service categories. The contract will include both Firm Fixed Price (FFP) and Cost-Plus-Fixed-Fee (CPFF) task orders, with services primarily performed at Aberdeen Proving Ground, Maryland, though temporary duty at other locations may be required. Performance will be measured against detailed quality standards with most deliverables requiring 95-100% accuracy and timely submission, supporting DEVCOM CBC's mission to develop and transition chemical and biological defense technologies from laboratory research to warfighter capabilities.
