2PASS Base IDIQ PWS21.6Telecommuting Program PlanThe PWS states that "the Contractor shall provide a Telecommuting Program Plan as part of their proposal." This plan is not mentioned elsewhere in the solicitation or CDRLs. Please clarify whether this plan is required at proposal submission. If so, please provide details regarding what should be contained in this plan, any page limitations, how it will be evaluated, and where it should be included in the proposal.The Telecommuting Program Plan is part of the proposal and will be evaluated to verify it's in accordance with FAR 7.108. The Plan will not count towards the Technical page limit. There is no template for the Plan.
3PASS Base IDIQ PWS334.4.2Property Management PlanThe PWS states "The Property Management Plan provided at solicitation in accordance with FAR 45.201(c)(4) shall be a description of the property management system to be used in managing Government property." However, clause 45.201 is not included in the solicitation. Please confirm that a Property Management Plan is not required as part of the proposal.As the PWS states, Property Management Plan shall be included at solicitation. FAR 45.201 is a provision, not a clause.
4Solicitation345PASS GFP ListSection J indicates that a "PASS GFP List" should be attached to the Solicitation; however, it is not available on SAM.gov. Can the Government please provide a List of Government Furnished Property and Equipment?The GFP List is now in SAM.gov
5The PASS Evaluation TO83.2.3.2Financial Management Services"Contractor shall provide budgetary and program analyst services. These services include tracking of data, preparing and updating standard recurring and special reports from information obtained from various financial sources. In addition, the Contractor shall provide technical assistance and analysis of funding actions based on interpretation of budgetary laws, policies, and regulations in accordance with Department of Defense (DoD), Defense Finance and Accounting Services (DFAS), and Office of Personnel Management (OPM) requirements."
Question: We request the Government to provide us with examples of these financial sources.Financial Sources include, but are not limited to General Fund Enterprise Business System (GFEBS), Defense Travel System (DTS), Automated Time Attendance Production System (ATAAPS), and Wide Area Workfow (WAWF).
6The Base IDIQ PWS183.2.3.5Financial Management Services"The Contractor shall provide a tailored, logical, structured analytical methodology to assess complex problems and produce effective decisions. Provide unbiased process facilitation while documenting process rationale in order to produce defendable results. Provide multi-criteria decision making, which may include analysis of alternatives, business case analysis, and cost benefit analysis."
Question: Can the Government provide examples of the complex problems they are referring to?An example of the assessment of a complex problem involved the assessment of different strategies to achieve standardization and modernization of Organizational Clothing and Individual Equipment (OCIE) across all DoD Services. This assessment required working with Stakeholders to better define the problem, identify and assess the different strategies, and consider competing objectives (from the different Services). The assessment included a thorough investigation of the benefit, cost and risk for each strategy being considered to provide a recommended strategy based on defensible results.
7The Base IDIQ PWS183.2.3.5Financial Management ServicesWill the contractor have access to prior documentation or data for analysis, or must this be developed from scratch?Contractor will have access to historic Financial Management files.
8Solicitation+-+W911SR25RA00241 and 49Section L Subfactor 1 para. a.i.2 / Section M Subfactor 1Clarification of financial topics for subfactor 1; Subfactor 1, Section M"The ability of the offeror to demonstrate their knowledge of utilization of government systems in a federal reimbursable financial model (PWS Sections 3.2.3.1-3.2.3.5)."
Questions: Can the Government provide additional details, clarity, or examples for what is meant by "implement a government system into a federal reimbursable financial model"? What does the Government mean by "utilization of government systems?" Is the Government asking contractors to build a Government system or integrate an existing one?No. We are not asking the Contractor to build a government system. We are asking the Offeror to explain how they would map reimbursable funding requirements into a new federal financial systems.
9Solicitation2 of 53A.6Section A - Solicitation Contract FormParagraph A.6 states: "All proposals must be signed, dated, and submitted to both Government Point of Contact email addresses listed below no later than 5:00 p.m. EDT on 11 July 2025, per instructions listed in Section L of this solicitation." However, Section L does not identify any Government Points of Contact, nor are any listed elsewhere in the solicitation. This omission creates ambiguity not only around where proposals should be submitted, but also regarding the appropriate recipient(s) for submission of questions during the inquiry period.

Will the Government please confirm and publish in Section L the names and email addresses of the designated Points of Contact for both proposal and questions submission? Also, given the current lack of contact information, would the Government consider extending the question submission deadline to ensure all offerors have a fair opportunity to seek clarification and confirm proper delivery of materials? The solicitation states the Government POCs to submit proposals to (and to have submitted questions to by closing timeframe).

An extension will be granted for 10 days for the solicitation.

10 Solicitation 40 of 53 1 Proposal Submission Requirements We respectfully request the Government consider allowing proposal submission through the Procurement Integrated Enterprise Environment (PIEE), in lieu of encrypted email. As currently written, the requirement for encrypted email submission necessitates the exchange of digital certificates between the Government and Offerors, which can introduce logistical and technical challenges that may impede timely and compliant proposal delivery.

Utilizing PIEE would provide a secure, widely accessible platform designed for the submission of proposal documents, ensuring greater reliability and traceability for both the Government and Offerors. Many agencies already leverage PIEE to streamline and secure acquisition communications, including proposal submissions.

Would the Government consider allowing proposal submission through PIEE as a more secure and efficient alternative?The suggestion is noted. However for this solicitation, the instructions to submit through encrypted email stand.
11Solicitation41 of 53c.Content RequirementParagraph c. states "Each volume of the proposal shall consist of a Table of Contents, Summary Section, and the Narrative discussion. The Summary
Section shall contain a brief abstract of the file." Is the Summary Section included in volume page limitations?Yes, the summary section is included in the volume page limitation.
12Solicitation49 of 53a.Section MM Evaluation of Volume Approach - Volume 1 Technical - Paragraph a Subfactor 1Both Sec L and M state, “This section also covers the Base IDIQ PWS Sections and subsections 3.2.2, 3.2.3 and 3.3.8”

However, both the Base IDIQ PWS and Evaluation TO PWS have sections titled 3.2.2, 3.2.3 and 3.3.8 but with varying subsections. Since Subfactor 1 is the Technical Approach for the Evaluation TO, will the government clarify that the identified paragraphs 3.2.2., 3.2.3, and 3.3.8 are from the Evaluation TO PWS? Technical Subfactor 1 is asking for the Offeror to provide an overview discussing how services outlined in the Evaluation TO and IDIQ Base PWS Sections 3.2.2, 3.2.3 and 3.3.8 will be provided. Additionally, the Government is asking the Offeror to provide more in-depth details related to Evaluation TO PWS paragraphs 3.2.2.2, 3.2.3.5, and 3.3.8.3.

Subfactor 2 is asking for the Offeror to provide their technical approach to the Base IDIQ PWS requirements. For areas discussed in subfactor 1 (Base IDIQ PWS sections 3.2.2, 3.2.3 and 3.3.8), the Offeror does not need to also include them in subfactor 2.Section L and M have been updated.

14Solicitation49 of 53b.Section M Evaluation of Volume Approach - Volume 1 Technical - Paragraph b Subfactor 2This section states that this subfactor evaluates our proposed Technical Approach for Base IDIQ. However, subparagraph 2 references PWS Section 3.2.2.16. We could not find paragraph 3.2.2.16 in the Base IDIQ. Will the Government please define the requirements of this section?PWS Section 3.2.2.16 is a typo. It should be paragraph 3.2.2.12 in the Base IDIQ PWS.Section M will be updated to address typo.
15Solicitation49 of 53b. 1) and 2)Section M Evaluation of Volume Approach - Volume 1 Technical - Paragraph b Subfactor 2 subparagraphs 1) and 2)This section only identifies one paragraph from the Base IDIQ, Is it the intent of the Government that the only paragraph we need to address for evaluation is the paragraph identified?That is correct. Please note, it should be paragraph 3.2.2.12 in the Base IDIQ PWS. PWS Section 3.2.2.16 is a typo.Section M will be updated to address typo.
16Solicitation40 and 41 of 53Section 1Section 1 in Section L shows 20 pages maximum for Past Performance and states that anything over that will not be evaluated.Past Performance instructions beginning on page 41 of 53 state "This volume shall not exceed twenty (20) pages plus five (5) pages for each major subcontractor. " Please indicate which page limit is correct.The correct number of pages is twenty (20) plus an additional five (5) pages for each major subcontractor. Anything over twenty (20) pages for the prime contractor and anything over five (5) pages for each major subcontractor will not be evaluated.
17Solicitation41Past Performance ParagraphOfferors shall submit all Government and/or commercial contracts for the prime Offeror and each major subcontractor in performance or awarded during the past five years, from the issue date of this RFP, which are relevant to the efforts required by this solicitation. No more than three (3) contract submissions for the Prime Offeror and no more than three (3) contract submissions for each Major Subcontractor will be evaluated.What information about these contracts should the prime and major subcontractors provide? For major subcontractors only 3 contracts summarized in five total pages are evaluated so providing details (e.g., such as required in part a. Section 1 -- Contract Description) for other relevant contracts takes valuable page space from describing the three evaluated contracts.Section L, Past Performance, lists all the information the Government is requesting.
18Solicitation43VOLUME IV - Solicitations, Offer, and Award Documents and Certifications/RepresentationsThe paragraph states "The Contractor SHALL Fill-out ALL Relevant sessions of the Solicitation (Cover page, Reps and Certs clauses, IP Clause, etc.) and SHALL provide the ENTIRE Solicitation as an attachment."Will the Government please clarify whether offerors are required to submit the entire solicitation document, including all clauses and 11sections, as part of their proposal submission?Offeror should include a copy of the entire solicitation (53 pg. document), and only fill out anything applicable. It would be best practice to use a different color font (but not required).

If so, is that narrative part of the 25 page limit for the portfolio or the 30 page limit of the overall technical?The Government would like a short narrative to provide purpose/context of the product and will be counted towards the 25 page limit.
22RFP41Volume I Technical Subfactor 2.i.1The RFP states, " the Offeror shall provide three (3) portfolio examples of communications products such as briefings and talking point developed for executives as described in PWS Section 3.2.2.11." However, PWS 3.2.2.11 does not mention briefings or talking points. Would the Government please clarify specifically what communication products they want included in the portfolio examples?This is a typo. The Base IDIQ PWS reference should be 3.2.2.12 for both.Section L and M have been updated to address typos.

In the current environment, it's hard to forecast what will be in person versus virtual based on return to office and travel freezes. If the meetings are with APG personnel, the meetings will more than likely be in person.
26TO PWS7Section 3.2.2.3For in person meetings, are these expected to be facilitated at the government, contractor, or third party facilities?
They are expected to either be at a Government facility or a third party facility. The Contractor would not be expected to host at their facility.
27TO PWS7Section 3.2.2.3Are these meetings considered unclassified for the purposes of meeting and information security?Meetings will be at the unclassified level.
28TO PWS7Section 3.2.2.3For in person meetings, are they expected to be recorded?No.
29TO PWS7Section 3.2.2.3For the post meeting technical, management and legal issues analysis and recommendation, what is the lead time for production of said document?It will be based upon the urgency of the requirement. Timeframes will be agreed upon when the need arises. A normal lead time for a first draft would be around 10 business days.
30TO PWS7Section 3.2.2.3To estimate a level of effort for this requirement, for facilitation of the meeting, who from the contractor has historically attended, or does this vary based on topic?It would vary based on topic, but the expectation is the subject matter expert (working level) attend vice management.
31TO PWS7Section 3.2.2.4To estimate a level of effort for this requirement, would the government provide an estimate of annual technical transfer projects for which this information will be required?The Government estimates about 5 projects or 25 labor hours annually.
32TO PWS7Section 3.2.2.5To estimate a level of effort for this requirement, would the government provide the number of conference and exhibit opportunities in which the contractor is expected to participate annually?The Government estimates about 8-10 conferences annually during normal budget periods.
33TO PWS7Section 3.2.2.5To estimate a level of effort for this requirement, may the government advise: Do exhibit opportunities require participation only, or support in coordination/event planning on behalf of the government customer? Please describe.Historically, this has been occasional participation only.

Currently, there are approximately 8-10 buildings on the list to be decommissioned during the life of the contract. As mission changes, additional buildings may be added to the list.
36TO PWS13Section 3.3.8.8To estimate a level of effort for this requirement, may the government advise how many missions are estimated to be supported annually?The current workload is one country a year. That may change based on mission, but it's not considered a large workload.
37RFP41Technical Volume Subfactors 1 through 3As currently written, the Government has requested Offerors to provide an "overview of how the services will be provided" for both the TO PWS and IDIQ PWS in addition to detailed write-ups for specific PWS sections and a Management Workforce Replacement Program in only 30 pages. There are more than 30 pages of PWS tasks. Would the Government please consider increasing the Technical Volume to 50 pages?The page limit amount will stay the same

41Cost TemplateLevel of EffortIn an effort to create a level playing field for all small business offerors, will the Government please provide an estimated level of effort per year for each LCAT?The cost template addresses this concern for the IDIQ evaluation price by using a weighted average of proposed labor rates, with weights displayed in the CPFF and FFP labor tabs. This mitigates favoring offerors that assume the cheapest labor mix by gaming proposed hours.
42RFP41Past Performance VolumeIn the paragraph titled Volume II - Past Performance, the Government states, "Offerors shall submit all Government and/or commercial contracts for the prime Offeror and each major subcontractor in performance or awarded during the last five years, from the issue of this RFP, which are relevant to the ffort required by this solicitation." However, the next sentence states, "No more than three (3) contract submissions for the Prime Offeror and no more than three (3) contract submissions for each Major Subcontractor will be evaluated."
Will the Government please confirm the Past Performance volume should only contain information regarding three contracts from the Prime and up to three from each major subcontractor?That is correct. The contractor should only provide information regarding three contracts from the Prime and up to three from each major subcontractor which are relevant to the efforts of this solicitation.
43RFP41Past Performance VolumeAs currently written, Subcontractors may submit past performance information on three contracts with a limit of five pages. Given the extensive length of the IDIQ PWS, would the Government consider increasing the page limit to three pages per contract reference?No.
44RFP52Section M Evaluation Criteria Volume III. Cost/PriceIn Section M Volume III Cost Price paragraph b, the Government has included 20,000 hours per year for CPFF and 55,000 hours per year for FFP? Will the Government confirm this is for evaluation only and is not intended to indicate a ceiling on hours available for Task Order support.These hours are for evaluation purposes only. There will not be an IDIQ ceiling expressed as hours worked.
45RFP42Section L Volume III Cost PriceThe Government indicates in Section L Volume III Cost Price, that for T&M and Fixed Price Subs as well as Cost Plus Subs who have less than $500k in based year costs a signed quote to support how the Offeror arrived at the subcontractor's fully burdened rate and hours is required. Does the Government expect to see separate quotes for the IDIQ and Task order level? Additionally what level of detail is expected to be included in these quotes?Just a quote for the IDIQ will suffice. Because orders will be placed using IDIQ pricing, one set of proposed rates for the IDIQ covers both the IDIQ and any orders. Quotes should support how the Offeror arrived at the fully loaded rates: For example, if the cost proposal shows a subcontractor rate of $75/hour for a graphic designer, then the quote should show $75/hour.

Would the government accept a certified copy of the Offeror's DCAA Audit Letter in lieu of Cost Narrative Elements L.2.c.i-iv? The Certified DCAA audit letter is inclusive of all Forward Pricing elements associated with Section L.2.c.i-iv.If the letter already has information required by the solicitation (e.g. Claimed/actual indirect expense pool, allocation base, and rate data for the past two company fiscal years); and is readily available, it can be repurposed as substantiation for proposed indirect expenses.

Is there a format desired to adequately show the consent and commitment? Do these need to be signed by major sub and counter signed by Prime?These are usually separate documents, however they do not have to be as long as they meet the requirement of the RFP. Consent to share subcontracting past performance to prime is not usually signed by the prime. However, letter of commitment should be signed by both sub and prime.
