About this opportunity

Naval Supply Systems Command intends to award a firm-fixed-price sole-source purchase order to Change Biotec Limited for commercial biotechnology research supplies, with a response deadline of August 4, 2026. The procurement is sole-source; market research confirms Change Biotec Limited is the sole authorized local representative for Oxford Nanopore Technologies equipment in the Africa region of performance.

The requirement supports Naval Medical Research Unit Europe, Africa, Central (NAMRU EURAFCENT) and consists of three proprietary MinION Mk1D sequencing kits: one with Rapid Sequencing Kit V14 (SQK-RAD114), one with Rapid Barcoding Kit 24 V14 (SQK-RBK114.24), and one with Direct RNA Sequencing Kit (SQK-RNA004). Each kit includes MinION Mk1D sequencing device, Control Expansion Kit, Flow Cell Wash Kit, flow cells, and one year of MinION Mk1D Standard Support. Delivery is required to NAMRU EURAFCENT Laboratory at Camp Lemonnier, Djibouti, Africa (DODAAC N61751).

The ONT MinION Mk1D platform is patented and highly specialized; utilizing this exact technology is necessary to ensure full mission capability, interoperability, and data standardization with the Defense Threat Reduction Agency (DTRA) and partner Navy research laboratories in support of a newly developed assay being standardized across the enterprise. Sourcing through the sole authorized representative maintains manufacturer support and warranty compliance.
