About this opportunity
The U.S. Coast Guard seeks procurement of six Combat Rubber Raiding Craft (CRRC) boats, six 65 HP Raider multi-fuel outboard motors, and ancillary equipment, with proposals due September 8, 2026 at 14:00 PST. This is a total small business set-aside.
Place of performance spans three Regional Dive Lockers: Portsmouth, Virginia (4000 Coast Guard Boulevard, Portsmouth, VA 23703); National City, California (1022 Bay Marina Drive, Suite 106, National City, CA 91950); and Honolulu, Hawaii (400 Sand Island Parkway, Honolulu, HI 96819). The Coast Guard will deliver two complete equipment sets to each location simultaneously.
Specific products are mandatory with no "or equal" alternatives accepted: six Raider Model 50 R50-ES-002 outboard motors (2-stroke, 3-cylinder, submersible), six motor support kits, six ready service/spare parts kits, six Zodiac MK5/FC580 HD floor/stringers, six Zodiac FC 580 rigid floors with long-shaft FC hulls and removable speed tubes, six 9-USG fuel bladders, and dripless fuel lines. Outboard motors must be remanufactured domestically using core engines imported under Duty-Free Entry compliance per DFARS 252.225-7013. Delivery timelines are 180 days after award for motors and kits, and 270 days for boats and fuel accessories, with final delivery by December 31, 2026.
The contract is a firm fixed-price purchase order under NAICS 336612 with PSC 1940. Evaluation uses Lowest Price Technically Acceptable methodology weighted across salient characteristics, duty-free entry and remanufacturing compliance, delivery schedule, and performance requirements compliance. All shipping costs must be included within the contract price. Prevailing wage requirements do not apply. Offerors must register in SAM at time of quote submission and acknowledge all amendments.
