About this file
This is a Questions and Answers (Q&A) document for a U.S. Coast Guard (USCG) Dive procurement solicitation. The document addresses 18 clarifying questions from offerors regarding product specifications, delivery requirements, shipping costs, and technical documentation.
The procurement requires Zodiac inflatable boats, Raider Model 50 outboard motors, associated kits and accessories, and fuel accessories. Two complete sets of all equipment must be delivered to each of three USCG Regional Dive Lockers: Portsmouth, VA (4000 Coast Guard Blvd, Portsmouth, VA 23703); San Diego, CA (1022 Bay Marina Drive, Suite 106, National City, CA 91950); and Honolulu, HI (400 Sand Island Pkwy, Honolulu, HI 96819). The Government confirmed that delivery timelines have been extended to 180 days after award for motors and kits (CLINs 0001-0004) to accommodate manufacturer production lead times, with boats and accessories also subject to extended delivery periods. All shipping costs must be included within the contract to deliver items directly to the three dive lockers. The Government clarified that quotations must be based on exact manufacturer products and SKUs as specified—no alternate or "or equal" products will be accepted. The Schedule of Pricing from Amendment 0001 governs quantities and units of issue. No prevailing wage requirements apply to this supply contract. Offerors may submit technical compliance using an offeror-prepared compliance matrix or narrative format addressing four evaluation factors, including documentation of core-engine country of manufacture, identification of U.S. remanufacturing facility, and written confirmation of remanufacturing compliance.

QUESTIONS
Q1. Would the USCG accept the Wing bid for this requirement?
A1. No, our bid is based solely on the Zodiac configuration. We are not offering the Wing Inflatable boat under this solicitation.
Q2. The SOW (Section 4) requires motors and kits within 90 days after award and boats, floors, and fuel accessories within 270 days after award. The Schedule of Pricing shows delivery by 31 December 2026 for all CLINs. Please confirm which controls.
A2. USCG Dive is willing to accept motors and kits within the 180-day timeline provided by the manufacturer.
Q3. The manufacturer's current production lead time for the Raider Model 50 motors is 180 days, and the sale requires an EPA National Security Exemption under 40 CFR 1068.225 that is filed after award using the contract number and agency endorsement. Will the Government accept a delivery period of up to 180 days after award for CLINs 0001 through 0004?
A3. We are willing to wait up to 180 days. We understand they need to manufacture them.
Q4. CLINs 0004 and 0009 are both described as shipping for Raider outboard motors and kits. Please confirm whether CLIN 0009 is intended to cover shipping for the Zodiac items (CLINs 0005 through 0008).
A4. Yes, we would like all shipping costs to be covered within this contract. We want 2 sets of everything sent directly to the three dive lockers. In Portsmouth, VA, San Diego, CA, and Honolulu, HI.
Q5. Will the government open the bid for the requirement to be “or equal” if the bidder provides a technical response with their quotation outlining their capability to meet or exceed the capability of the brand name specified craft?
A5. No.
Our quotation is submitted for the brand name Zodiac craft only. We are not requesting that the Government convert the requirement to “or equal.”
Q6. The manufacturer’s current lead time for the outboard motors and motor kits is 180 days rather than 90 days. Can the required delivery timeline be extended to 180 days?
A6. Yes
Q7. Will the full quantity be ordered all at once?
A7. Yes
Q8. Do prevailing wage requirements apply to this request?
A8. No, prevailing wage requirements (Davis-Bacon Act or Service Contract Labor Standards) do not apply to this procurement.
Our understanding is based on the fact that this is a supply contract for boats, and the solicitation does not contain any FAR 52.222-6 or FAR 52.222-41 clauses.
Q9. Are CLINS 00004 and 00009 duplicates, as both are listed as “Shipping for Raider Outboard Motors and Kits”?
A9. Our proposal assumes that all shipping costs are fully covered to deliver two complete sets to each RDL. We priced the requirement on that basis.
We request the Government’s confirmation on whether these two CLINs are duplicates or if separate pricing is required.
Q10. Would the Government be open to receiving an alternate bid oƯering the Evinrude 55MFE, provided we clearly identify any diƯerences from the stated Raider requirements and provide supporting technical information?
A10. No. We are not offering an alternate bid using the Evinrude 55MFE. Our proposal is based solely on the requirements as stated in the solicitation.
Q11. Please confirm which delivery requirement governs. Specifically, should oƯerors commit to December 31, 2026 for all items, or to the 90-day/270-day delivery schedule established in the SOW?
A11. We are not proposing an accelerated delivery date of December 31, 2026 for all items
Q12. Please confirm whether the listed manufacturer products and SKUs are mandatory and quotations must be for the exact specified items, or whether technically equivalent products from other manufacturers may be proposed if they meet or exceed all stated salient characteristics.
A12. Our quotation is based on the exact manufacturer products and SKUs listed in the solicitation. We are not proposing any alternate or “or equal” items.
Q13. Please confirm the intended equipment covered under each shipping line. In particular, please advise whether one shipping CLIN is intended for the Raider motors/kits and the other for the Zodiac CRRC boats and associated equipment.
A13. That is my assumption as the Zodiacs and the Engines will be from two separate manufactures and shipped directly to the individual RDLs.
Q14. Please confirm that oƯerors should use the quantities and units of issue exactly as shown in the Amendment 0001 Schedule of Pricing, or advise if a corrected schedule will be issued.
A14. We confirm that our pricing is based on using the exact quantities and units of issue as shown in the Amendment 0001 Schedule of Pricing.
Q15. Please provide the complete street addresses for each delivery location so that oƯerors can obtain accurate freight/shipping costs.
A15.
USCG Regional Dive Locker Pacific
400 Sand Island Pkwy
Honolulu, HI 96819
USCG Regional Dive Locker West
1022 Bay Marina Drive, Suite 106
National City, CA 91950
USCG Regional Dive Locker East
4000 Coast Guard Blvd
Portsmouth, VA 23703
Q16. Please also confirm that the required allocation is two (2) boats, two (2) engines, and the corresponding associated kits/accessories to each of the three locations.
A16. Yes
Q17. Please confirm what documentation or narrative must be included with the quotation to demonstrate technical acceptability under this factor. For example, should the oƯeror provide the proposed core-engine country of manufacture, identification of the U.S.
remanufacturing facility, and a written confirmation of compliance with the stated remanufacturing requirement?
A17. Please clarify the minimum documentation required to demonstrate compliance with the remanufacturing requirement.
Our current proposal includes the proposed core-engine country of manufacture, identification of the U.S. remanufacturing facility, and a written confirmation of compliance. However, we would appreciate confirmation on whether this meets the government’s expectations or if additional information is required.
Q18. Please confirm whether the Government requires a specific format for the Technical Section or whether an oƯeror-prepared compliance matrix/narrative addressing each of the four factors is acceptable.
A18. An offeror-prepared compliance matrix or narrative addressing each of the four factors is acceptable.
