About this opportunity

The Department of the Air Force Materiel Command at Robins Air Force Base is conducting market research to procure manufacturing services for the AN/APX-119 Transponder (Part Number 4079100-0541), an Identification Friend or Foe (IFF) avionics component for C-130J aircraft. The primary objective is to upgrade the Mobility Air Force fleet to meet AMC 22-042 requirements while maintaining Traffic Alert and Collision Avoidance System (TCAS) capabilities and selectively inhibiting position reporting systems such as ADS-B Out and ATC Mode Select. Prospective contractors must demonstrate expertise, manufacturing capabilities, quality assurance processes, and experience meeting complex military and aviation standards, including TSO-C112e and TSO-C166b certifications. The government will evaluate responses based on manufacturers' facility capabilities, past project experience, engineering services, configuration management, and technical expertise to address specific technical challenges. Interested parties must submit their capability survey responses by December 1, 2025, with the full Request for Information deadline set for December 6, 2025.

This procurement carries no small business set-aside and is not identified as a current incumbent contract. The requirement encompasses 217 total units over a two-year manufacturing services contract extending through fiscal year 2027, with phased deliveries scheduled for 70 units by December 31, 2026, and the remaining 147 units by June 30, 2027, to multiple Air Force installations including Little Rock AFB, Keesler AFB, Ramstein AB, and locations in Japan. The contract will be firm-fixed price and includes mandatory provisions for Government Purpose Rights, a one-year warranty, and delivery of supporting documentation including operator and organizational maintenance manuals. While no specific award value is disclosed in this pre-solicitation notice, the scope of the requirement and technical complexity suggest a significant contract value. Responses should be directed to the Procuring Contracting Officer Ms. Erica Carter and Program Manager Capt Austin Roberts.
