About this file
This Contracting Requirement Document is for the procurement of 217 AN/APX-119 Transponders (Part Number 4079100-0541) for the Mobility Air Force. The requirement is a firm-fixed price contract issued by AFLCMC/WLNK, with the primary purpose of enabling existing Traffic Alert and Collision Avoidance System (TCAS) capabilities while selectively inhibiting certain position reporting systems.
The technical specifications mandate that the transponders meet complex military and aviation standards, including multiple ATC and IFF modes, environmental requirements (-40°C to +71°C), and specific certifications like TSO-C112e and TSO-C166b. Delivery is phased, with 70 units due by December 31, 2026, and the remaining 147 units by June 30, 2027, to multiple Air Force bases including Little Rock AFB, Keesler AFB, Ramstein AB, and locations in Japan. The contract includes a one-year warranty, requires Government Purpose Rights, and mandates compliance with detailed packaging, marking, documentation, and inspection criteria.

Air Force Instruction (AFI) 63-1301, Assurance of Communications, Navigation, Surveillance/Air Traffic Management (CNS/ATM) and Navigation Safety Performance, mandates that platforms procure equipment conforming to either civil requirements or industry standards. Most CNS/ATM items are developed to meet specific standards through the collaborative participation of government, industry, and academic organizations worldwide. The FAA has developed Technical Standard Orders (TSOs) for CNS/ATM capabilities. A TSO represents a minimum performance standard issued by the FAA for specified materials, parts, processes, and appliances used on civil aircraft. Current TSOs are the approved civil aviation performance standard that applicants (i.e., avionics vendors) must meet to receive TSO authorization. A complete list of current FAA TSOs is located on the FAA Regulatory and Guidance Library. CNS/ATM requirements necessitate equipment with, or incorporating, military-unique capabilities. These unique features must meet a Military Standard Order (MSO) established by a designated DoD agency. This agency is responsible for both developing the MSO and issuing certifications, including performance and interoperability evaluations of systems and sub-systems at the end-item and integrated platform levels. This certification process aids in ensuring performance and maintaining consistency within the community. The United States Department of Defense International AIMS (Air Traffic Control Radar Beacon System, IFF, Mark XII/Mark XIIA, Systems) Program Office (AIMS PO), located at Robins AFB, GA, is responsible for the configuration control and oversight of the Mark XII IFF architecture and any new IFF systems acquired by the DoD and affiliated agencies.
