About this opportunity
The Naval Surface Warfare Center Indian Head Division (NSWC IHD), part of Naval Sea Systems Command, is soliciting quotes for bulk liquid nitrogen (LN2) and liquid carbon dioxide (CO2) under Amendment N0017426Q11180001, with quote packages due November 5, 2026 at 10:00 AM EST and late quotes not considered. The Set Aside line reads "No Set-Aside Used." The buy is a firm-fixed-price purchase order under Simplified Acquisition Procedures for commercial products, awarded without discussions.
Work is performed in Indian Head, Maryland, with deliveries to two government-owned tanks: CO2 to Building B1448 (5185 Drop Tower Drive, 12,000-pound tank) and LN2 to Building B764 (5261 Guillotine Place, 1,500-gallon tank). The NSWC IHD M Department is the requiring activity. FOB destination, with inspection and acceptance at destination. The amendment raises base-year quantities from 27,951 to 144,000 pounds of CO2 and from 16,771 to 18,000 gallons of LN2, delivered monthly across 12 deliveries each. The base year runs 12 months with three 12-month options, and the amendment deletes Option Year 4. Deliveries run January 1 through December 31 of each contract year. The contractor must also provide emergency hot-fill service with 24-hour response to a government call, with material cost based on product delivered.
Contractor personnel must complete government-approved OPSEC awareness training and provide completion certificates on request. Personnel may access Critical Information, including ship movements, weapon and sensor installations, test schedules, and vulnerabilities, which may not be disclosed to third parties without approval from the local Security Officer, OPSEC Officer, or NSWC IHD OPSEC Program Manager. Quotes must include hazardous material identification and safety data for the cryogenic liquids.
Evaluation is Lowest Price Technically Acceptable (LPTA). The technical factor requires quotes to reflect the required specifications and the exact brand specified in the Statement of Work. Price must include all applicable costs, including shipping and handling. NAICS is 325120 with a 1,200-employee small business size standard. Questions go to contracting officer Latrice Whitfield at latrice.t.whitfield.civ@us.navy.mil or 301-643-9608.
