The contract requires semi-annual maintenance of an Ansul R-102 Fire Suppression system located in the embassy's cafeteria, with contractors performing comprehensive system inspections including cylinder testing, equipment checks, fusible link replacement, and system functionality verification. Qualified contractors must possess manufacturer instructions, appropriate tools and safety equipment, and demonstrate at least two years of experience with wet-chemical fire suppression system maintenance. The government will evaluate proposals based on technical capability and past performance, with non-price factors considered significantly more important than price in determining the best value award. This solicitation does not utilize any set-aside designations and is open to all responsible offerors. No incumbent contractors or current service providers are identified in the solicitation documents. The contract structure includes a base period of twelve months with four potential one-year option periods, extending the total possible contract duration to five years. The resultant contract will be a firm fixed-price type, with two required service visits per year for the preventive maintenance program. Performance will take place at the U.S. Embassy located in the Hhohho Region of Eswatini, with additional provisions for potential repair and emergency services that would be billed separately from the base maintenance agreement.
