About this opportunity
The U.S. Embassy in Mexico City seeks a contractor to perform preventive maintenance services for potable and recycled water treatment systems, with quotations due July 14, 2026. This is an unrestricted solicitation open to all responsible sources, to be awarded as firm-fixed-price based on initial proposals without discussion unless offerors fall within the competitive range.
Place of performance is Mexico City, Mexico. The contractor must maintain two water treatment systems serving the embassy compound that collectively process approximately 1.14 million liters of domestic water daily, including ultrafiltration, carbon filtration, cartridge filtration, and chlorination equipment. The contract period is one base year plus one option year. Monthly maintenance tasks include checking pressures and chemical levels, replacing chemical dosing detection probes, reviewing daily logs, inspecting equipment for leaks, calibrating sensors, and testing water quality parameters. The contractor must visit the embassy bi-annually at regular intervals, provide four hours of annual training in English and Spanish, submit written service reports within seven business days of each visit, and respond to weekly water test data submissions within 24 hours. Emergency repair services must be available 24/7 with a four-hour response time, though not included in the base contract pricing.
All contractor personnel require security clearances and police clearances prior to site access. Designated personnel must remain fixed throughout the contract period without rotation except for cause. The contractor shall not subcontract more than ten percent of total contract value. Public liability insurance of five thousand dollars property damage and fifty thousand dollars cumulative, and workers' compensation insurance per Mexican law, are required. Quotations must be submitted electronically to MexicoCityGSOSolicitations@groups.state.gov with separate price and technical sections. All contractors must register in SAM prior to submission. The NAICS code is 221310; PSC is H146. Amendment 0002, effective July 8, extended the deadline from July 7 and added site-visit minutes and Q&A clarifications.
