About this file
This is Amendment 0002 to Solicitation 19MX5326Q0028 for Preventive Maintenance Service for Water Treatment System, issued by the U.S. Embassy Mexico City General Services Office/Contracts with an effective date of July 8, 2026. The amendment adds Questions and Answers and minutes from a site visit to the original solicitation package.
The Q&A addresses technical and administrative aspects of the water treatment system maintenance requirements. Technical clarifications include confirmation that potable water consumption averages 110 cubic meters daily; the facility has 25 plate-type drinking fountains, 21 bottle fillers, and 63 refrigerators with water dispensers; water is chlorinated after passing through carbon filters; and treated wastewater usage averages 40 cubic meters daily for irrigation and toilets. Administrative responses confirm that quotes should be submitted via email to MexicoCityGSOSolicitations@groups.state.gov in separate files for price and technical sections, and that continuous monthly monitoring with at least one service per month is required, with additional services if system conditions warrant. The site visit minutes document indicates that four individuals from three companies attended the two-day site visit across three properties. Submission deadlines are Monday, June 29, 2026 at 10:00 a.m. Mexico City Time for questions and Tuesday, July 14, 2026 at 10:00 a.m. Mexico City Time for quotations (extended from July 7). The site visit minutes emphasize that statements made during the visit do not change the solicitation and that all amendments will be posted on SAM.gov's Contract Opportunities section. Questions must be submitted in English, and prospective offerors must be registered in SAM.gov prior to proposal submission.

A1. It is around 110 cubic meters daily. (Based on the last four months consumption.
Could be different during the year the rest of the year)
Q2. Total number of drinking fountains.
A2. Plate type: 25. Bottle filler: 21. Refrigerators with water dispenser: 63.

Ultrafiltration – Potable Water and Treated Wastewater -Page 28
Q4. Confirm the volume (m³) of treated wastewater consumed.
A4. We don’t have a waste water treatment plant, so it doesn’t apply. We have a City-water recycled and storm water treatment plant (for irrigation and toilets), and depending on the season of the year, we could be using around 40 cubic meters daily. (Based on the last four months consumption. Could be different during the year the rest of the year)
ADMINISTRATIVE QUESTIONS
Q5. Should the requested documents be uploaded as a single file, or does the platform allow uploading multiple files? Also, what is the maximum file size in megabytes?
A5. Quotes should be submitted to MexicoCityGSOSolicitations@groups.state.gov. You can send several emails, divided in price and technical section.
Q6. Section 1.7 (Pricing) of the RFQ specifies that services are to be performed on a monthly basis. However, we regularly provide water treatment maintenance services for numerous DOS missions worldwide, and these services are typically performed on a quarterly, semi-annual, or annual basis. Could you please confirm whether the monthly service requirement may be waived or revised?
A6. Continuous monitoring is required. At the very least, one service per month is required; even more if the system so requires.
