About this opportunity
The Department of the Navy Naval Facilities Engineering Command is seeking a contractor to provide comprehensive preventive maintenance services for High Quality Water (HQW) and Feed Water Facilities at U.S. Commander Fleet Activities Yokosuka (CFAY) in Japan. The solicitation calls for an indefinite-delivery, indefinite-quantity (IDIQ) firm-fixed-price contract that encompasses both recurring and non-recurring work items, requiring the contractor to furnish all labor, supervision, management, tools, materials, equipment, facilities, transportation, and incidental engineering services. The contract structure includes recurring preventive maintenance and program management services as well as non-recurring major repair work that exceeds routine maintenance limitations. Award decisions will be based solely on price, making this the primary evaluation criterion for selecting the most advantageous bidder. A mandatory site visit is scheduled for August 18, 2025, with proposals due by September 7, 2025, and all bids must be submitted in Japanese Yen with pricing based on detailed Exhibit Line Item Numbers.
The solicitation is set aside for Women-Owned Small Business (WOSB) enterprises, and contractors must be duly authorized to operate in Japan to be eligible for award. The contract has a substantial total maximum value of $8,500,000, with individual task orders ranging from a minimum of $2,500 to a maximum of $500,000 per task. The performance period spans from January 2026 to December 2030 for the base period, with four additional one-year option periods that could extend the contract through 2034. The maintenance services will be performed at the High Quality Water and Feed Water facilities located in Yokosuka, Kanagawa, Japan, specifically supporting operations at plants YSK-5229 and YSK-2043. The contract structure allows for flexible maintenance and repair services across multiple systems including HQW systems, electrical control systems, potable water systems, HVAC, emergency diesel generators, nitrogen systems, and fire suppression alarm systems.
