About this opportunity

The U.S. Food and Drug Administration (FDA), Office of Acquisition and Grant Services, is seeking preventive maintenance and unlimited repair services for a Thermo Fisher Q Exactive mass spectrometer (Serial Number: 02092P) and associated software (Xcalibur and DCMSlink) at the Center for Biologics Evaluation and Research facility in Silver Spring, Maryland. The procurement requires vendors to perform initial pre-inspection and repairs to restore the instrument to operational condition, followed by ongoing maintenance throughout the contract period. Key performance requirements include one scheduled annual on-site preventive maintenance visit, unlimited on-site corrective repairs within three business days of service calls with 24-hour priority response capability, use of only certified original equipment manufacturer (OEM) parts, and services performed by formally trained and OEM-certified technicians. Additionally, contractors must provide unlimited priority technical support Monday through Friday from 7:00 AM to 5:00 PM Eastern Time with access to the manufacturer's call center staffed by senior engineers, with all pricing to be all-inclusive of labor, travel, and replacement parts. Interested parties must submit capability statements by email to suzanne.martella@fda.hhs.gov by 2:00 PM Central Time on April 20, 2026, referencing solicitation number 75F40126SSN133878.

This procurement carries no set-aside designation and is open to all interested parties, though it specifically targets small business concerns classified under NAICS 811210 (Electronic and Precision Equipment Repair and Maintenance). The base period of performance runs from July 31, 2026, through July 30, 2027, with two optional one-year extensions extending through September 30, 2029, providing potential contract coverage of up to three years. Respondents must demonstrate past performance within the last three years, submit business registration information including their SAM Unique Entity ID, provide technical literature, include GSA Schedule contract information if applicable, and submit informational pricing as part of their capability statement. No incumbent contractor or award value has been identified in this pre-solicitation notice, and the Government is not obligated to issue a contract based on this announcement nor will it reimburse response costs.

Notice text

See attached Sources Sought Notice for a Preventive Maintenance and unlimited repair agreement for a Thermo Fisher Q Exactive mass spectrometer, plus the instrument-controlling computer and software programs (Xcalibur and DCMSlink for Xcalibur) for a base year plus two (2) possible one-year option years.

The instrument was under a maintenance agreement that expired on December 8, 2025; and since then, the Instrument’s turbo-molecular pump went out; therefore, the instrument will require a pre-inspection and repairs to bring the instrument to operational condition prior to the new service contract becoming active.  Once the mass spec system has been repaired, the vendor/service provider shall maintain the mass spectrometer system (including vacuum pumps, computer, and other accessories) in a functional state for the periods of performance outlined in the SSN.
