About this opportunity
The USDA Agricultural Research Service is conducting market research to determine small business availability for a preventive maintenance and service agreement for a Beckman Coulter CytoFLEX flow cytometer, with a response deadline of June 12, 2026. This is not a solicitation; no award will result from responses, and the Government will use findings to decide whether to set-aside the future procurement to 8(a), HUBZone, SDVOSB, Women-Owned, or other small business categories, proceed with unrestricted competition, or pursue sole-source acquisition.
Work is performed at the National Bio and Agro-Defense Facility (NBAF) in Manhattan, Kansas. The contract encompasses one year with two one-year option periods. The contractor must maintain a Protective Full Risk PT Service Agreement including one annual scheduled preventative maintenance visit performed to factory specifications, priority emergency service scheduling, on-site labor and travel (100 percent covered during normal business hours), priority technical support, operator training, fixed maintenance costs, and access to 33,000 genuine parts. All service delivery requires authorized, factory-certified Beckman Coulter technicians. The contractor bears all costs for travel, parts, and labor for both scheduled and emergency visits.
Repair technicians must be U.S. citizens who meet background-check clearance requirements conducted and funded by NBAF at least seven days prior to each visit. Personnel will be escorted at all times on campus and must complete BSL-2 laboratory entry protocols and onsite safety training. Deliverables include electronic service reports submitted within five business days of each maintenance visit.
