About this opportunity

The Naval Sea Systems Command (NAVSEA) at Norfolk Naval Shipyard (NNSY) is soliciting a Firm Fixed Price single-award contract for preventative maintenance and service of analytical laboratory instruments, specifically four PerkinElmer Avio 500 ICP-OES instruments and one PerkinElmer Nexion 2000 C ICP-MS instrument along with associated accessories. The contract requires the selected vendor to provide one scheduled preventive maintenance visit annually, unlimited troubleshooting support with 24-hour response time during business hours, and on-site repair services with parts, labor, and travel included at no additional cost. Award will be made to the responsible offeror who achieves an acceptable rating in technical capability and past performance while offering the lowest evaluated price, representing the best value to the Government. Offerors must submit required documentation including a completed SF1449 with unit pricing, FAR 52.212-3 Representations and Certifications, a management plan and technical capability statement, past performance information, and pricing proposals via email. Questions must be submitted to Jordan Moore by 10 AM EDT on March 16, 2026, and completed offers must be received by 10 AM EDT on March 24, 2026, with quotes remaining valid for a minimum of 90 days.

This is a women-owned small business (WOSB) set-aside with unrestricted competition among small businesses under NAICS code 811210 (Electronic and Precision Equipment Repair and Maintenance), with a small business size standard of $34 million. The contract is structured as a three-year agreement consisting of one base year (May 5, 2026 to May 4, 2027) plus two optional one-year periods, with services billed quarterly. PerkinElmer appears to be the incumbent contractor based on the specific instrument models identified in the solicitation. The place of performance is at the Mid-Atlantic Regional Materials Test Laboratory, Building 184, at Norfolk Naval Shipyard in Portsmouth, Virginia. Contractor personnel must comply with Norfolk Naval Shipyard security requirements, including background checks completed at least three weeks prior to site access and enrollment in the Defense Biometric Identification System (DBIDS). The Service Contract Labor Standards wage determination for machinery maintenance mechanics applies at $30.32 per hour plus fringe benefits.
