7. For a newly established prime, may the relevant contracts and PPQs of the proposed performing subcontractor satisfy Factor 2? The provision mentions team members but also refers to the quoter's contracts and to “portal requirements” and “agile processes.” Please confirm the intended maintenance-service evaluation. The combined solicitation synopsis has been amended to update
Factor 2, Past Performance. Please refer to the amended solicitation for the revised evaluation criteria.
8. The PWS equipment table lists the same serial number for CAT D6T units 1141 and 1142 and no serial number for John Deere unit 0433. Can the equipment list be corrected and that Deere model confirmed? 1141 Ser# KEW00413, John Deere unit 0433 SN#1FF350PAPSF002291
9. Past Performance / Team Member Experience
The solicitation and Past Performance Questionnaire appear to allow past performance information for the quoter or its team members. Can an offeror satisfy the past performance requirement by submitting relevant past performance for a proposed first-tier subcontractor/team member that will perform the heavy-equipment maintenance and repair work, or must the required projects have been performed by the prime offeror itself? See response to question 7.
10. Emergency Response Time
Section 2.3.2 of the PWS appears to require arrival and diagnosis within 48 hours for emergency repairs, while the Performance Requirements Summary appears to state a 24-hour response requirement. Please confirm which response time governs. The Government will clarify the
Performance Requirements Summary to establish 48 hours as the required emergency response time. The contractor shall arrive at the designated location and begin diagnosis of the emergency repair within 48 hours of notification, unless otherwise directed by the Contracting Officer. See updated PWS for more information.
11. NIST / SPRS Requirement
Please confirm whether an offeror must have a current NIST SP 800-171 assessment posted in
SPRS, or any specific CMMC/NIST compliance status, in order to be eligible for award under this
RFQ. Reference the following clause : RFO DFARS 252.240-7997. The applicable cybersecurity requirements will be governed by the clauses and provisions included in the solicitation. Offerors should review the solicitation and applicable DFARS provisions for any cybersecurity requirements applicable to contract performance.
12. I am hoping to get the serial numbers for the listed equipment in the FMPO Bid schedule. Pitts
Trailer SN#5JYLB5138VPP55118, Grove 890E Hydraulic Crane SN#0957729
13. Can I also get a copy of the last contract award for this project or similar. The previous contract number associated with this requirement was W912BU18D0006. A copy of the prior contract may be requested through a Freedom of Information Act (FOIA) request.
14. The solicitation references both full and open competition and FAR 52.219-6, Notice of Total Small
Business Set-Aside, along with FAR 52.219-14, Limitations on Subcontracting. Could you please confirm whether this requirement is intended to be a total small business set-aside? The clauses were removed as this a full and open competitive requirement.
15. For Factor 2, Past Performance, could you confirm whether a quoter may include relevant past performance from a proposed subcontractor or team member that will perform a material portion of the requirement? See response to question 7.
16. We noted that the RFQ references information from the quoter or its team members, while another portion refers specifically to the quoter's experience, and we want to make sure we structure our submission correctly. See response to question7.
17. Under Factor 2, we noticed references to "portal requirements" and "agile processes." Could you please confirm whether those criteria apply to this requirement, or whether the Government intends the evaluation to focus on comparable heavy-equipment maintenance and repair experience? See response to question 7.
18. We have primarily identified the solicitation as W912BU26QA024, while one reference in the package appears as W912BU26QA24. Could you please confirm W912BU26QA024 as the correct solicitation number for our response? The correct solicitation number is W912BU26QA024.
19. As we're working through Section B, we noticed that some CLIN numbers appear more than once for different pieces of equipment. This was corrected in section B.
20. Should quoters use the pricing schedule exactly as currently provided, or does the Government anticipate issuing an updated Section B? An updated Section B is issued with this amendment.
21. For the Emergency Repairs Estimate items in Section B, could you please clarify the intended pricing approach where a quantity or unit is not shown? We want to make sure our pricing is presented on the basis the Government intends to evaluate. The Government will clarify the applicable units, quantities, and pricing methodology for the Emergency Repairs Estimate items through an updated Section B, if necessary. Quoters shall price the items using the units and quantities identified in the final updated Section B issued with the solicitation.
22. We also noticed a few equipment descriptions/model references that differ slightly between the PWS and Section B. Which document should we use as controlling for equipment identification and pricing? The Government will clarify the applicable units, quantities, and pricing methodology for the Emergency Repairs Estimate items through an updated Section B, if necessary. Quoters shall price the items using the units and quantities identified in the final updated Section B issued with this amendment.
23. Section 2.6.5 of the PWS references Wilmington North as well as Wilmington South. Could you please confirm whether Wilmington North is part of the required performance area and, if so, provide the applicable location? Wilmington North is no longer being used, Wilmington south address is located on the 1st page of the PWS. Wilmington North was removed from updated PWS.
24. Could you please confirm whether performance of this requirement is expected to involve Covered
Defense Information that would require the contractor information system used for performance to meet the applicable NIST SP 800-171 / DFARS 252.204-7012 requirements? See response to question 11.
25. FAR 52.219-14 - Limitations on Subcontracting:
The solicitation identifies this acquisition as a full and open competition requirement; however, FAR 52.219-14, Limitations on Subcontracting (Deviation 2021-O0008), is included in the solicitation.
• Could you please confirm whether FAR 52.219-14 is intentionally applicable to this unrestricted/full-and-open acquisition, or whether its inclusion was inadvertent? See response to question 14 above.
• If the clause is applicable, we would appreciate clarification regarding how the limitation on subcontracting requirements will apply to quoters under this unrestricted procurement.
See response to question 14 above.
• This requirement is full and open competition and is not a small business set-aside. FAR
52.219-14 was included inadvertently and has been removed from the solicitation. No limitations on subcontracting under FAR 52.219-14 will apply to this requirement. See response to question 14 above.
26. Section B Pricing Schedule / Contract Years:
Could you also please provide a revised or clarified copy of the Section B pricing schedule that clearly identifies:
• Each contract year/order period; See updated PWS for clarification
• Whether the five years are a Base Year plus four Option Years, or a single five-year ordering period; This is a five-year base ordering period with no options.
• The specific services, quantities, labor rates, parts/materials, or other pricing elements that must be priced under each year; and
• How the Government expect the Total Evaluated Price to be calculated. The Total
Evaluated Price will be calculated in accordance with the pricing schedule and evaluation methodology outlined in the solicitation documents. Quoters should ensure that all required pricing information is completed and that all applicable costs are included as specified in the solicitation/ Section B schedule. The resulting Total Evaluated Price will be used by the Government to evaluate and compare quotes in accordance with the stated evaluation criteria.
27. The solicitation states that this acquisition is full and open competition, but FAR 52.219-6, Notice of Total Small Business Set-Aside, and FAR 52.219-14, Limitations on Subcontracting, are also included. Can you please confirm whether this requirement is full and open or a total small business set-aside? See response to question 14 above.
28. If this is a total small business set-aside, can you confirm the applicable self-performance/limitations on subcontracting requirements for a small business prime utilizing qualified heavy-equipment repair subcontractors? See response to question 14.
29. For Factor 2 – Past Performance, may a small business prime rely on relevant past performance from proposed subcontractors/team members in addition to the prime contractor’s own past performance? See response to question 7.
30. The synopsis says "full and open," but the clauses include a total small business set-aside notice
(52.219-6) and limitations on subcontracting (52.219-14). Which is it? See response to question 14 above.
31. The wage determination covers only Delaware and Philadelphia counties in PA. Which wage determination applies at the NJ, DE and MD sites? The wage determinations are included as part of this amendment. The following additional wage rates apply:
Service Contract Act Wage Determination Counties & States
SCA WD #: 2015-4215 New Castle County, Cecil County, Maryland
Salem County, New Jersey
SCA WD #: 2015-4197 Cape May County, New Jersey
32. The bid schedule shows 1–2 units per PM, but Technical Exhibit 3 says 4/2/1/1 per machine. Which governs? The PM service requirement is determined by the machine’s operating hours, the most recent PM service performed, and the next service interval specified in the applicable specifications or service manual. Therefore, the required PM service for each unit will depend on its service history and the next scheduled maintenance requirement, rather than a fixed number of units per PM.
33. The schedule has duplicate CLIN numbers (for example 22001 and 23001). Which is the correct version? This was corrected in Section B.
34. The emergency-repair list includes models not in the PWS fleet (CAT 325D, 330D, 928F, 130G, 953D). Are these actually in the fleet? These models were removed from the PWS and the Section for Emergency repair. Changes are reflected in the updated documents as part of Amendment 0001.
35. PWS 4.5 allows "OEM parts or equivalent," but 2.3.4 requires new OEM only. Which applies? OEM parts or agreed by both parties, see updated PWS.
36. The PWS says ODC is "not applicable," but the schedule has an ODC line.
The ODC Line Item was removed from the schedule, see updated Bid Schedule.
37. Response times conflict: 48-hour emergency response in the PWS against 24 hours in the QASP.
See response to question 10 above.
38. What are the quote submission method, format, and page limits? See updated Combined solicitation/synopsis for these requirements. All updates are in red font.
39. What are the "portal requirements" and "agile processes" the past performance language refers to?
It looks like its copied from a different Notice ID (I.T. based). See response to question 7.
40. PWS 2.3.2 allows 48 hours for emergency onsite diagnosis, while the QASP references 24 hours.
Which response standard should we price? Please distinguish onsite response, initial assessment and final repair deadlines. See response to question 10 above.
41. The RFQ permits PPQs from the quoter or team members. May a prime managing the contract use the clearly attributed relevant projects and certified technicians of a committed performing subcontractor to satisfy the and past-performance requirements? Are any qualifications or workshare percentages required of the prime itself? See response to question 7 above.
42. Please confirm whether the equipment list and pricing workbook are the current complete fleet, including the vessels/crane and repeated identifiers. An updated Section B is provided with this amendment.
