Paragraph 1:
The Department of the Navy Naval Sea Systems Command is seeking a qualified contractor to perform the dismantling and packing of two (2) Pacific Press Brakes at the Pearl Harbor Naval Shipyard & Intermediate Maintenance Facility (PHNSY & IMF) in Oahu, Hawaii. Interested offerors must submit a detailed technical proposal not exceeding three pages demonstrating thorough knowledge and understanding of the Performance Work Statement (PWS) requirements. Pricing must include labor, materials, travel, and other direct costs, and be submitted on the completed SF 1449 form. Quotes are due by April 15, 2024 at 1:00 p.m. HST, and all questions regarding the solicitation must be submitted in writing by March 21, 2024.

This procurement is set aside for small businesses. The applicable NAICS code is 238910 - Site Preparation Contractors, with a size standard of $19,000,000. The Product Service Code is P500: Salvage- Demolition Of Structures/Facilities (Other Than Buildings). The tentative period of performance is from May 6, 2024 to July 1, 2024, though the start date may be adjusted to the date of award. Offerors must be registered in the System for Award Management (SAM) by the award date. Contract award will be made in accordance with FAR 52.212-2 to the responsible offeror whose quote is technically acceptable and offers the lowest price.

Non-conformance will deem an Offeror ineligible.

- As part of the price quote package, the Offeror shall submit the completed SF 1449 with blocks 17a.and 30a.-30c. (SF 1449 page 1) and CLIN information (0001) completed. Submission of a signed offer to the Government constitutes agreement and acceptance of the solicited terms and conditions.
- The Government may revise the solicitation at any time by means of an Amendment. It is an offeror’s responsibility to ensure it is accessing the Government Point of Entry (GPE) website, https://sam.gov/, to view potential amendments and procurement notifications for this solicitation.
