About this opportunity
USACE Omaha District intends to solicit a $280 million Small Business set-aside Multiple Award Task Order Contract (MATOC) for Facilities Sustainment, Restoration, and Modernization (FSRM) military and civil construction, with an expected solicitation release on or about September 4, 2026. The contract targets seven small business contractors under 13 CFR 124.501, with NAICS code 236220 (Commercial and Institutional Building Construction).
Place of performance spans the USACE Omaha District area of responsibility—Colorado, Wyoming, Montana, North Dakota, South Dakota, Nebraska, Minnesota, Wisconsin, and Iowa—with majority activity anticipated in North Dakota and South Dakota at military installations and Department of Veterans Affairs and Department of Commerce facilities.
Scope encompasses design-build and design-bid-build projects for mechanical, electrical, sewer, plumbing, medical gas systems, fire protection, roofing, roadways, minor building construction and demolition, landscape work, site grading, retaining walls, dam and levee structures, and bank stabilization. Work includes incidental hazardous and toxic waste remediation and asbestos and lead abatement. Contractors should anticipate specialized projects for hospitals, medical facilities, testing laboratories, and secure spaces.
The IDIQ vehicle carries a five-year period of performance with firm-fixed-price compensation per task order. The selection process employs two phases: Phase 1 evaluates past performance (minimum five projects at $3 million each, including one at $8 million and one at $15 million), program management and technical approach, and corporate personnel resumes, advancing a maximum of ten offerors to Phase 2. Phase 2 evaluates technical approach to a sample project (interior and exterior renovation at Fort Carson, Colorado Building 1959 involving secure area construction to ICS 705 and SCIF standards, 450 calendar days, commencing no later than 30 days after NTP assumed August 2027) and pricing without discussions unless necessary.
Contractors must register in SAM for NAICS 236220 by Phase 1 proposal due date, achieve CMMC Level 1 certification as a material condition for base contract award, and comply with AT Level I training, E-Verify, OPSEC awareness training, and security requirements for Army installation work. Binding maximum labor rates and indirect rates are established during Phase 2 for nine labor disciplines across all contract years. Draft RFP comments are due September 9, 2026; technical questions must be submitted via ProjNet Bidder Inquiry (Key 957GW8-84QB5Z) at least ten calendar days before Phase 1 proposal due date.
