About this opportunity

The U.S. Army Corps of Engineers Omaha District issued a Special Notice on August 10, 2026, announcing approval of a Consolidation Determination and Findings for a $280 million Small Business Facilities Sustainment, Restoration and Modernization (FSRM) Design-Build/Design-Bid-Build Indefinite Delivery/Indefinite Quantity Multiple Award Task Order Contract (MATOC). This procurement is a total small business set-aside.

The MATOC will consolidate construction requirements across the Omaha District Area of Responsibility over a five-year base period plus a six-month option period. The Command Senior Contracting Official has determined that consolidation provides best value to the government through reduced acquisition cycle time, lower total costs, improved quality via contractor learning curves, and enhanced mission readiness for military facilities requiring rapid response. Market research via Sources Sought notice W9128F-25-S-M033 confirmed robust small business participation capacity for NAICS Code 236220 (Commercial and Institutional Construction) work at the $45 million small business size standard. The FSRM program requires approximately $560 million in combined capacity over five years, split equally between this small business MATOC and a companion Service-Disabled Veteran-Owned Small Business MATOC.
