About this opportunity

The National Park Service Southeast Region is seeking comprehensive historic preservation and restoration services for the Wisconsin State Monument at Vicksburg National Military Park in Mississippi through Solicitation 140P5225R0008. The work involves restoring and conserving a 122-foot tall early 20th-century granite monument featuring a 57.5-foot Doric column topped with a bronze statue of "Old Abe" the war eagle, along with bronze statues of an infantryman and cavalryman, and bronze relief panels honoring 9,075 Wisconsin troops who fought at Vicksburg. The scope includes stone cleaning and repair, bronze work restoration, repointing joints, lightning protection system installation, crack injection with cementitious grout, and various site improvements under a single firm-fixed price construction contract. The solicitation has undergone multiple amendments, with the final proposal due date extended to October 15, 2025 at 2 PM CDT, following a mandatory site visit held on September 19, 2025. A pre-construction conference and coordination meetings will be required, with all offers to be submitted electronically to andre_ward@nps.gov.

This opportunity is designated as a Total Small Business set-aside with no incumbent contractors identified in the documentation. The estimated contract value ranges between $1,000,000 and $5,000,000, structured with 26 base contract line items and two optional phases covering specialized restoration work including bronze element restoration, stone dutchman repairs, masonry pin installations, and lightning protection systems. The performance period spans from December 1, 2025 to November 30, 2026, with work to be performed at the Wisconsin State Monument located on Wisconsin Avenue in Vicksburg, Mississippi. The project requires specialized expertise in historic monument preservation, with contractors needing to provide their own utilities, temporary facilities, and security measures due to the remote park location. A bid bond of 20 percent of the bid price or $3,000,000 (whichever is less) is required, along with compliance with Davis-Bacon wage determinations for Warren County, Mississippi.
