About this opportunity

The Veterans Health Administration, Office of Research and Development, Regional Procurement Office–East in Pittsburgh, Pennsylvania issued a pre-solicitation notice on September 9, 2026 announcing its intent to award a sole-source, Firm-Fixed-Price contract to Avicenna Medical Systems, Inc. for R&D technology support services to implement and extend the upgraded Avicenna Turbo Note application across multiple VA sites. The sole-source justification rests on Avicenna Medical Systems being the exclusive licensee of the source code and related intellectual property for the MedRec Tool and Turbo Note, classified as Derivative Work under VA license ID #2016-186, with no other responsible source capable of performing the required services.

The contract structure comprises a one-year base period plus three one-year option periods. The scope includes development tasks (weekly coordination with VA staff, system upgrades incorporating user input, backend SQL database, VistA EMR data interface integration, patient tracker functionality, and decision tree screening), initial installation and training (production server setup, administrative access, VA project team training, system testing with error correction, and patient data transfer), and post-installation support (bug fixes, up to 25 hours of developmental changes, and up to 10 hours of additional report development annually).

Responsible sources may demonstrate capability to perform the work by submitting capability information by the September 18, 2026 deadline. The Government reserves discretion to conduct a competitive procurement based on responses received. NAICS 541990 applies with a $19.5 million size standard; PSC is DA10.
