About this file

This is a Statement of Work (SOW) for the implementation and support of an upgraded Avicenna Turbo Note web-based application at multiple Veterans Affairs sites. The contractor will provide a comprehensive software solution that includes chart review, activity tracker, patient assessments, and an algorithm for program recommendations. The Turbo Note is classified as a Derivative Work under VA license ID #2016-186, with Avicenna Medical Systems, Inc. serving as the developer and exclusive licensee of the source code and related intellectual property.

The SOW outlines three primary task categories: Development (including weekly coordination with VA staff, system upgrades incorporating user input, backend SQL database, EMR data interface integration with VistA, patient tracker functionality, and decision tree screening recommendations); Initial Installation, Report Development, Testing and Training (encompassing production server setup, administrative user access, VA project team training, system testing with error correction, and patient data transfer); and Post-Installation Support (one-year duration providing bug fixes, up to 25 hours of small developmental changes, and up to 10 hours of additional report development). The contract is structured as Firm Fixed Price with a one-year base period plus three one-year option periods, performed at government sites. Security requirements apply due to contractor access to VA sensitive information. No specific accreditation requirements are mandated, though the VA project team will receive comprehensive training on the new software application following installation.
