About this opportunity
The Maine Army National Guard (MEARNG) is soliciting a firm-fixed-price purchase order for comprehensive services to support a Pre-Deployment Yellow Ribbon Event scheduled for July 12, 2026. The procurement includes venue rental, catering services (continental breakfast for approximately 325 family members and hot lunch for approximately 625 attendees), audio/visual equipment, and event management support in compliance with DODI 1342.28 guidelines. Contractors must demonstrate current ANSI ServSafe or equivalent food service certification, maintain a minimum "B" grade health inspection rating, and provide a designated point of contact for event coordination. Awards will be made based on best value to the Government using three evaluation factors: technical approach, past performance, and price; the Government reserves the right to make an award without conducting discussions with potential contractors. Quotations are due by 1:00 PM EST on May 8, 2026, and must remain valid for 90 days; any amendments to the solicitation will be posted at sam.gov, and contractors are responsible for acknowledging all amendments to avoid rejection of their offers.
This is a 100 percent small business set-aside under Federal Acquisition Regulation 19.104, specifically designated for Women-Owned Small Businesses (WOSB) under NAICS code 531120 (Lessors of Nonresidential Buildings) with a size standard of USD 34 million. No current incumbents or existing contractors are identified in the solicitation materials. The venue must be located within 10 miles of the Interstate 95 corridor between Auburn and Augusta, Maine, with delivery of all services on July 12, 2026, at the Maine Army National Guard facility located at 194 Withrop Street, Augusta, Maine. The event requires parking for 550 vehicles, two conference rooms accommodating 300 people each, open space for 15 tables, and separate youth programming and childcare facilities operating from 8:00 AM to 4:00 PM. Specific budget information is not disclosed in the solicitation notice, though payment will be made via electronic funds transfer through the Wide Area Workflow (WAWF) system using designated Defense Finance and Accounting Service (DFAS) codes.
