About this opportunity
The Department of the Air Force Air Combat Command seeks professional certified power cycling instructors to conduct approximately 312 group exercise classes annually at the Warrior Fitness Center, Nellis Air Force Base, Nevada, with proposals due September 3, 2026. This is a Total Small Business set-aside under NAICS 611620, foreclosing competition outside that pool.
Place of performance is Nellis AFB, Nevada. The contract period runs October 1, 2026, through September 30, 2031 (one base year plus four one-year option periods), with 312 classes per base year and each option year. All instructors must maintain current Air Force-approved primary instructor certifications from accredited organizations, plus current First Aid and either American Heart Association BLS/AED or Red Cross CPR/AED certifications. Classes are 45 to 60 minutes, delivered during facility hours (6:00 a.m. to 9:00 p.m. Monday–Friday; 8:00 a.m. to 4:00 p.m. Saturday–Sunday), and include both standard Spin and Spin Flex formats (spinning with resistance bands). The contractor must provide a Contract Manager (Lead Instructor) and alternates, submit finalized instructor schedules monthly, ensure instructors arrive 15 minutes early for setup, conduct safety briefings, and report equipment malfunctions or injuries to the front desk within 30 minutes of class completion. The government furnishes fitness equipment, headset, and stereo systems.
Award goes to the lowest total evaluated price among technically acceptable (firm fixed price) offers, provided pricing is fair and reasonable. Evaluation criteria are Technical Capability (rated Acceptable/Unacceptable) and price. Service Contract Act prevailing wage rates apply in Clark County, Nevada. An amendment issued August 27, 2026, extended the response deadline from August 24 to September 3, 2026.
