About this opportunity
The Department of the Air Force United States Air Forces in Europe - Air Forces Africa, through the 48th Civil Engineer Squadron, is seeking contractor services to conduct Potential Explosive Sites (PES) Inspections at RAF Lakenheath and RAF Feltwell in the United Kingdom. The inspections are required to ensure compliance with Ministry of Defence Explosive Regulations and Defence Safety Authority (DSA) 03 - Ordnance Munitions Explosives Part 2 and Explosives Storage and Transport Committee (ESTC) Standard 6 requirements, covering munitions storage facilities, hardened aircraft shelters, armories, storage areas, and Explosive Ordinance Disposal ranges. Contractors must demonstrate at least one to three prior contracts of similar scope valued at £25,000 or more within the past three years and must employ personnel meeting professional engineering credentials (minimum Technician or Incorporated Engineer membership for technical inspections; Chartered or Corporate membership for professional appraisals). The government will make award using a Lowest Price Technically Acceptable (LPTA) evaluation methodology, with technical acceptability determined on an acceptable/unacceptable basis across Contract Management Plan and Past Experience subfactors. Responses must be submitted electronically by 1700 hours GMT on March 17, 2026, with questions due by February 27, 2026 at 12:00 PM BST to contracting officers Madison Maynard and Maisa Torquato.
This solicitation contains no set-aside designation and represents a reacquisition of services previously performed under contract FA558721P0010. The contract spans a base period from March 20, 2026, through March 19, 2027, with four optional one-year extension periods extending through March 19, 2031, with an additional possible six-month extension. The base period includes 36 technical inspections, 34 professional appraisals, 1 Schedule 2 inspection, and 4 ad-hoc inspections, with varying quantities across option periods; all pricing shall be submitted in either British pounds or US dollars (convertible at 0.7794 for evaluation purposes). Contractors must deliver inspection reports within 10 business days of performance and maintain 100 percent compliance with ESTC standards, with remedies for non-compliance including reperformance within 3 business days and 10 percent price reductions. Work will be performed at RAF Lakenheath and RAF Feltwell in Brandon, United Kingdom, requiring contractor personnel to obtain Host Agency Check vetting and base passes, with standard operating hours of 0730-1630 Monday through Friday excluding U.S. federal holidays and U.K. bank holidays.
