About this opportunity

The Department of the Army Materiel Command, Army Contracting Command-Aberdeen Proving Ground cancelled the Call for Solutions (CFS W911QY-26-S-PPTS-01) for a Portable Patient Transport System on 05 June 2026. The Government intends to resolicitate the requirement following reassessment of acquisition strategy, baseline requirements, and internal cost estimates and is concurrently releasing a Request for Information to SAM.gov to gather industry perspective.

Prior to cancellation, the CFS sought multiple Prototype Other Transaction Agreements under 10 U.S.C. 4022 authority against Army Open Solicitation W9128Z-25-S-A002 for development of a man-portable, single-patient biocontainment system capable of transporting non-ambulatory infectious patients by air, rail, ground, or sea. The most recent submission deadline was 03 June 2026 at 1600 EST. The Government intended to award up to five OT Agreements in Segment I (Phase I), with delivery of 30 prototype systems per awardee targeting Technology Readiness Level (TRL) 5 and Manufacturing Readiness Level (MRL) 5 within 90 days of award, followed by downselection to two performers for Segment II (Phases II and III) requiring 10 additional systems per awardee and achievement of TRL 8/MRL 8 by Phase III. Upon successful Phase III completion, the Government may have awarded non-competitive follow-on production contracts for up to 476 units over four years.

Threshold requirements include 0.01 inches of water gauge negative pressure differential, 12 air exchanges per hour, 99.97% filtration efficiency at 0.3 microns using NIOSH HE-certified filters, continuous 12-hour battery operation with hot-swap capability (maximum one-minute power interruption), airworthiness certification for C-17, C-130, KC-135, and HH-60 aircraft per MIL-HDBK-516, FDA 510(k) marketing authorization, 3-liter liquid containment without leakage, NATO litter compatibility, and SAE J3027 crash compliance. The Government strongly preferred Unlimited Rights or Government Purpose Rights for all technical data and intellectual property and required Berry Amendment compliance. An industry day convened 18 March 2026 with participation from companies including P2 Mission Solutions, HDT Global, Safe Decon Inc., ISOVAC Products, and others. Questions and answers were published 14 May 2026 and updated 15 May 2026.
