About this file
This is a Capabilities Assertion Matrix that serves as an evaluation tool for the Portable Patient Transport System (PPTS) prototype solicitation. The matrix requires offerors to assert compliance with six threshold-level force protection requirements and provide supporting data references. The specific requirements address negative pressure differential (≥0.01 inches of water gauge), airflow direction (head to foot), air exchange rate (≥12 per hour), exhaust filtration efficiency (≥99.97% for 0.3-micron particles), filter certification standards (NIOSH HE certified or equivalent), and liquid containment capacity (minimum 3 liters without leakage). For each requirement, offerors must complete the Assertion column by indicating whether compliance is Met, Partially Met, Not Met, or Exceeds the threshold, and reference specific supporting documentation from their Supporting Data Package.
The matrix must be completed and incorporated within the 15-page Solution Brief submission as part of the downselect evaluation process for the Call for Solutions (CFS) W911QY-26-S-PPTS-01, issued by U.S. Army Contracting Command-Aberdeen Proving Ground on March 12, 2026. Offerors selected during this downselect phase will be invited to submit a Request for Solution Proposal (RSP). This pre-solicitation effort is conducted under 10 U.S.C. 4022 authority for prototype projects and operates against the Army Open Solicitation W9128Z-25-S-A002 using Other Transaction (OT) Agreement authority, with the Government intending to award multiple OT Agreements to offerors whose solutions are deemed most advantageous.

Instructions for the Offeror:
This Assertion Matrix must be completed and included within the 15-page Solution Brief.
Offerors are directed to the Call for Solutions (CFS) document for the complete downselect evaluation criteria and the specific requirements necessary to be considered for an invitation to submit a Request for Solution Proposal (RSP).
For each requirement listed below, assert your compliance in the "Assertion" column and provide a specific reference to the verifiable evidence located in your "Supporting Data Package" (File 2).
