About this opportunity
The United States Transportation Command (USTRANSCOM) is seeking a contractor to provide commercial passenger air transportation services via scheduled routes connecting Point Mugu, California (KNTD) with San Nicholas Island (KNSI) and China Lake (KNID), operating five days per week with potential for additional missions within a 500 nautical mile radius. The contractor must operate Instrument Flight Rules-equipped, multi-engine, turbine-powered aircraft and comply with all FAA and Department of Defense regulations, including maintaining a 95% operational readiness rate. Eligible contractors must be Department of Defense Commercial Airlift Review Board (CARB) approved air carriers with current FAA Operations Specifications, be registered in the System for Award Management, and maintain NIST SP 800-171 DoD Assessment compliance. Proposals will be evaluated using a best-value, performance-price trade-off methodology across four factors: Business Proposal, Technical Capability, Past Performance, and Price, with the government intending to award without discussions. The Request for Proposal was expected to be available on SAM.gov around April 23, 2025, with proposals due by June 16, 2025, and award anticipated by September 1, 2025.
This acquisition is 100% set aside for small business participation, meaning all responsible small business concerns may submit proposals for consideration. The contract will be structured as a single firm-fixed price award with a base performance period from October 1, 2025, through September 30, 2026, followed by four one-year option periods extending through September 30, 2030. The pricing structure includes monthly basing operations, fixed-wing operations for approximately 1,284 flight hours to each destination, fuel reimbursables with a government-established not-to-exceed amount of $2,742,752 in the base year (escalating annually), and other non-fuel reimbursables, with a total evaluated price across the contract period of approximately $15.9 million. The contractor must transport military and government civilian passengers and essential cargo, with specified payload capacities of 4,750 pounds for San Nicolas Island routes and 3,990 pounds for China Lake routes. No current contractor or incumbent is identified in the solicitation materials, indicating this may be a new requirement or represent a change in contractor operations.
