About this file

This document is a Past Performance Questionnaire for a potential air transportation services contract (Solicitation Number HTC71125RE127) issued by the United States Transportation Command (USTRANSCOM). The solicitation seeks a small business contractor to provide passenger air travel services via commercial routes from Point Mugu, CA, to San Nicholas Island and China Lake, CA, with five weekly flights and potential additional missions within a 500 nautical mile radius. The contract will be a firm-fixed price, with a base period from 1 October 2025 through 30 September 2026, followed by four one-year option periods extending through 30 September 2030.

The questionnaire is designed to evaluate a potential contractor's past performance in air transportation services, covering areas such as flight planning, aircraft availability, cargo and passenger transportation, maintenance, personnel qualifications, responsiveness, and overall contract management. Respondents are asked to provide detailed performance ratings across multiple service dimensions, with the completed questionnaire due by 16 June 2025. The acquisition is 100% set aside for small businesses, and the solicitation is expected to be available on SAM.gov around 23 April 2025, with the government selecting the most advantageous proposal based on price and other factors outlined in the Request for Proposal.
