About this file

This document is an Aircraft Identification Sheet for the Point Mugu Passenger Air Transportation Services (PMPATS) contract. The solicitation, issued by the United States Transportation Command (USTRANSCOM), seeks a small business contractor to provide passenger air travel services between Point Mugu, San Nicholas Island, and China Lake, California, five days per week with potential additional mission scheduling.

The contract will be a Firm-Fixed Price award with a base period from October 1, 2025, through September 30, 2026, and four potential one-year option periods extending through September 30, 2030. The attachment requires the selected contractor to identify and provide detailed specifications for aircraft that will be used in contract performance, including tail numbers, passenger capacity, range, payload, weight, cruise speed, and fuel burn rate. The solicitation is 100% set aside for small businesses, with the full Request for Proposal (RFP) expected to be available on SAM.gov around April 23, 2025.

POINT MUGU PASSENGER AIR TRANSPORTATION SERVICES

Aircraft Identification Sheet

The aircraft identified in the table below are the only aircraft approved to be utilized in the performance of this contract. The contractor agrees that the aircraft identified by tail numbers and listed below will be either owned or controlled by the company in such a manner as to assure complete control over the aircraft for the performance of this contract. Additional contractor-owned or controlled aircraft may be added, replaced, or swapped out during the contract performance period after the aircraft is determined technically acceptable by the DoD Air Carrier Survey Team and DoD Commercial Airlift Division, and after approval of the Contracting Officer by way of contract modification. Aircraft may be deleted from the list after notification to, and approval of, the Contracting Officer by way of a contract modification. At all times, the list shall provide for sufficient aircraft to meet contractual requirements, as determined by the Contracting Officer.

The offeror’s unique technical approach determines the number of aircraft proposed. The offeror shall insert the proposed aircraft in the table below that will be utilized in performance of the Point Mugu Passenger Air Transportation Services (PMPATS) per the Performance Work Statement (PWS).
