About this opportunity
The Department of the Air Force Pacific Air Forces is seeking a contractor to implement a comprehensive 12-month playground maintenance program at Joint Base Pearl Harbor-Hickam, Hawaii. The contract requires quarterly inspections and maintenance services for playground equipment, including tasks such as conducting equipment inspections, tightening and replacing hardware, pressure washing structures and surfacing, controlling corrosion and rust, patching safety surfacing up to 25 square feet per visit, and providing detailed inspection reports with photographs. The contractor must develop a Quality Control Plan and comply with Consumer Product Safety Commission specifications, ASTM F1487 standards, and other applicable safety guidelines. The evaluation will be based on the most advantageous offer considering price and other factors, with quotes structured as firm-fixed price submissions. Electronic quotes are due by September 25, 2025, at 10:00 a.m. Hawaiian Standard Time, and must be submitted directly to MSgt Jerime Gorse with completed sections 5-9 of the solicitation.
This opportunity is designated as a total small business set-aside with a size standard of $19,000,000, and questions were submitted by G&G Dawson-Hawaiian Builders of Honolulu, Hawaii, suggesting potential interest from local contractors. The contract includes a base year with four option years, creating a potential multi-year maintenance program extending beyond the initial 12-month period. The solicitation contains five separate line items for quarterly services, indicating structured payment schedules aligned with the quarterly inspection requirements. All work will be performed at Pearl Harbor, Hawaii, specifically at Vickers Playground 301 at Hickam Air Force Base, which features a certified "Miracle" play system designed for children ages 2-5 and 5-12. Services must be conducted Monday through Friday from 7:30 AM to 4:30 PM, excluding federal holidays, and contractors must provide their own equipment, power, and water supply while ensuring 100% compliance with safety specifications.
